Serves as a consultant to businesses, labor unions, advocacy organizations and political campaigns, managing full-scale projects to advance strategic outcomes in pursuit of long-term goals. The portfolio included the execution of AFSCME Council 3’s 2018 General Election activities, including its member-to-member outreach program, which increased the labor union’s membership and advanced its electoral goals. In addition, served as lead management consultant for state Senate and House of Delegate campaigns. The work included general management and strategic oversight of staff, public policy, budget management, planning and communications.

Implemented a data driven approach to organizing the agency’s outreach strategy to improve its relationships and partnerships with local community based organizations in support of expanding its work to serve the healthcare needs of those experiencing homelessness. As a senior member of the agency, the work included participating in the strategic planning process and serving as a member of the organizing team of the agency’s annual “Lobby Day”.

Served the Director in addressing management inefficiencies by identifying problems, determining best-practice strategies and recommending solutions to the Director and Chief of Staff. Recommended agency operational policies following research of pertinent agency expectations, and sound best-practices, including: Managing the agency response to its bi-annual audit (2013-2016 period); Project leadership for implementation of a city-wide call center that served 165,000 customers; Team leader for corrective action audit response (2010-2013 audit period) to the Office of the Inspector General: & Managed the implementation and effectiveness of the corrective actions identified during the internal audit.

Managed all functions and operations of the mayoral campaign of Sheila Dixon, including the team of paid staff and consultants, consisting of the pollster, direct mail vendor, and media consultant. Drafted, implemented and managed the campaign budget in excess $1M. Negotiated contracts with all vendors and consultants and led the team of senior advisors to develop a coherent campaign message and management plan.

Led the coordination and implementation of the fundraising efforts totaling $1,457,657.Primary point of contact representing the Comptroller of Maryland to the Democratic State Advisory Committee. Ensured the compliance of all individual and corporate contributions in accordance with state campaign finance laws. Managed all aspects of daily operations including but not limited to personnel, administrative and budgetary matters.

Managed a staff of six field directors in Baltimore City, Prince George’s County, Southern Maryland, and the Eastern Shore. Monitored progress of measured goals on a daily and weekly basis. Managed deployment of 200 canvassers, exceeded 100,000 voter contact calls into battleground states during Get-Out-The-Vote (GOTV). Managed recruitment of over 250 active volunteers. Three out of four regions exceeded overall voter contact progress to goal during GOTV. Sustained political alliances with local, state, and federally elected officials and senior staff.

Represented Senator Ben Cardin at political events. Wrote a targeted field plan, resulting in primary win with 59% margin over runner up candidate. Managed voter contact efforts including phone banking, canvassing and visibility events. Directed a team of six Regional Field Directors by providing strategic guidance, monitoring, and support. Managed Primary Election Day boiler room that included a state-wide voter protection and voter mobility team.

Served as Councilman Bill Cole’s constituent aide, collaborating across city agencies to ensure community issues and concerns were addressed while, designing and developing community focused projects based on constituent feedback.

Led advance and planning efforts for ten ‘Meet and Greet’ events and fundraisers that netted the campaign $24,511.41. Worked as part of a leadership team that coordinated GOTV and Election Day field and support operations. Organized voter contact efforts in a district with a total eligible voting population of 9,361 persons.

Maintained daily schedule and ran daily office operations of the national political director. Managed budget for direct candidate and coordinated campaign expenditures in excess of $20 million. Coordinated 441 a(d) party expenditures. Assisted in ensuring FEC compliance by coordinating with internal compliance staff, working knowledge of campaign finance laws.
