I was the Project Manager for all CTIO projects – coordinating with the project teams on design, construction, and O&M related issues. Projects included: Central 70, C-470 Express Lanes, I-25 North Express Lanes, I-25 South Gap, US 36 Express Lanes, and the I-70 Mountain Express Lanes.

Greater Denver Area

Construction Segment Lead for this $1.2 billion reconstruction of I-70 from Brighton Boulevard to Chambers Road. Since joining the project team in June 2017, I have been assisting with selecting a contractor, a consultant construction services team and with the early stages of design. When construction begins, I will be responsible for planning and assigning process and construction audits to a team of inspectors as well as working with the developer on construction related issues.

Region 1 - Denver Metro

I was project engineer for Project NHPP R100-253, an MSE wall repair project that addresses damaged MSE walls in various locations in Region 1. The project involved repairs at 12 different locations in Denver, Aurora, and Lafayette. The work consisted of removal of damaged MSE blocks; installation of rebar, wire mesh, wick drains and; replacement of wall facing with Shotcrete. Work also included removal of damaged concrete, concrete patchwork, repairing precast concrete barrier, re-sealing of slope pavement, and removal and replacement of a brick and mortar sound wall panel.

Region 1 - Denver Metro

This $25 million design-build project on I-70 included replacement and widening of the structurally deficient I-70 bridge over Havana Street; interchange ramp improvements, median lighting upgrades, new Stone Matrix Asphalt (SMA) paving, retaining walls, concrete shoulder improvements and construction of a railroad tunnel structure under I-70. As Quality Manager, I managed the quality oversight program. This included monitoring quality trends; steering auditing efforts toward high-priority and high-risk elements of work; coordinating with the contractor’s QC and QA managers for timely resolution of construction quality issues; and conducting process audits within the established construction quality framework.

Us 36 Express Lanes Project

As Construction Manager on Phase 2 of this $130 million design build project, I was responsible for assigning Field Auditors with appropriate construction process audits to verify contract compliance; Reviewing and approving construction and process audits; working with the contractor to resolve nonconformance issues; and coordination with the contractor via weekly Task Force Meetings. Phase 2 involved: Constructing an Express Lane in each direction of US 36 between 88th Street and Table Mesa for Bus Rapid Transit (BRT), High Occupancy Vehicles (HOV) and tolled Single Occupancy Vehicles (SOV); Reconstruction of two general purpose lanes in each direction between 88th Street and Table Mesa; Widening the highway to accommodate 12-foot-wide inside and outside shoulders; Replacing the Coal Creek Bridge and rehabilitating and widening the South Boulder Creek bridge and widening the McCaslin Boulevard bridge to accommodate a diverging diamond interchange (DDI); Adding Bus Rapid Transit (BRT) improvements; Installing Intelligent Transportation Systems (ITS) for tolling, transit and traveler information, and incident management.

Us 36 Express Lanes Project

Duties included inspection of drainage, signals, lighting, utilities, and Intelligent Transportation Systems (ITS) on Phase 1 and 2 of this $330 million design-build project.

Loveland, Co

Was the CDOT project manager for emergency flood reconstruction in the Big Thompson Canyon. Managed contractor and sub-contractors in the reconstruction of the elevated section of US 34 through “The Narrows.” Project included removal of debris and repair of severely flood damaged walls, embankment, pavement and other infrastructure. Coordination with multiple agencies including FEMA, Bureau of Reclamation, USGS, local municipalities and private landowners. Met the Governor’s goal of opening the road by December 1 – approximately three months after the flood.

•Project Engineer – Cameron Pass Emergency Slide Phase II This was a $3.5 million emergency project to repair a landslide that was causing major settlement under State Highway 14. The failure area was stabilized by excavating the overburden and replacing the material with a lighter expanded polystyrene fill with permanent ground anchors to mitigate further ground movement. Duties included: completion of the emergency advertisement process; coordination with designers to complete plans during ongoing emergency construction; supervision of project personnel; construction supervision; negotiating with the prime contractor and other stakeholders to find acceptable solutions to project related issues; completion of CMOs and MCRs; generation of monthly pay estimates; participating in weekly progress meetings. •Project Engineer – I-25 C-17_EL Culvert Clean Out A $200,000 construction project involving the clean out and inspection of a submerged double 10’x10’ concrete box culvert. This structure had become completely submerged over approximately 30 years and significant wetlands had developed on both the upstream and downstream sides. This was considered a flood hazard for the adjacent interstate. Duties included: construction supervision, inspection and collaboration with the contractor on project issues, project documentation, generation of monthly pay estimates, weekly project meetings and final project documentation. •Assistant Project Manager - Project No. IM 392A-012, 16639: SH 392 & I-25 Interchange Reconstruction. An $18 million interchange reconstruction project. Duties included: inspection of erosion control and drainage, traffic control, earthwork and preparation of pay estimates

•Project Manager – IM 0253-164, 13192: I-25 Reconstruction – SH 119 to SH 66 This was a $53.2 Million project that included widening of approximately 3.5 miles of interstate from four lanes to six lanes, construction of 5 bridges, ten MSE walls and widening 1.5 miles of SH66. Duties included: supervision and inspection of daily construction activities on I-25 and SH 66; negotiating with the prime contractor, sub-contractors and other stakeholders to find acceptable solutions to project related issues; supervision of inspectors; completion of CMOs and MCRs; entry of all Form 266 and Form 7 reports into SiteManager; generation of monthly pay estimates; development and completion of an IGA with the Town of Mead to correct drainage issues; management of erosion control activities and implementation of the stormwater management plan; participating in weekly progress meetings, completing final project documentation and the as-built plan set.

•Managed a Bureau of Reclamation research project evaluating hydraulic effects of stone weirs •Constructed stone weirs and collected depth, bed scour and 3-D velocity data •Analyzed data to determine trends in scour evolution and develop stage-discharge relationships to be used in developing Reclamation weir design criteria •Thornton, C.
