Data Quality Manager DSS – Current RoleManaged a team responsible for researching and reporting data integrity and data quality related issues in the PACSS application. Using data mining methods as well as business expertise to identify case, employer, and member related scenarios that violated database integrity constraints or PACSS business rules. Due to the conversion into PACSS of 47 disparate systems, it is imperative to implement a strong data Quality initiative. Worked with State SME’s, BA’s, as well as executive leadership, to help identify and correct issues typical in this type of enterprise wide application with the vast degree of complexity. These issues may be the result of conversion, application bugs, or user error. Interfaces with other DSS departments such as Medicaid , SNAP/IVA, and IVE(Foster Care), bringing data into PACSS were analyzed for Data Integrity and accuracy.Designed and Implemented a process where issues were identified, prioritized, developed, tested and released to users for corrections. Created recurring jobs to run each month for distribution to users. Communicated with stakeholders and end-user’s best practices and data entry process changes as well as the long term effect it will have on the effectiveness of PACSS.

Data Conversion Manager DSS – Previous RoleCompleted statewide rollout of a Federally Certified Child Support Enforcement System. During my time on this project, I have led the state team through the Data Conversion Requirements, Design, and test phases of the project. The Successful rollout of the new system to 46 South Carolina counties. The Conversion of over 270,000 cases, and over 650,000 member records.During the initial stage of the project, I provided the required services to build and recruit a strong and qualified State team (through State Beeline recruiting process), worked with the vendor (Xerox/Conduent/Protech) to further clarify contractual obligations and met with the Clerks of Court stakeholders to confirm assumptions remaining from the last project. During this requirements phase, the technical design of the conversion framework was created. Mr. Patrick was integral in creating the Data Conversion Plan laying out the foundation of a successful implementation. I created, estimated, and resourced the project schedule of over three years from Design to Production. An Integral part of the State leadership, I worked with various teams from Functional, testing, training, an implementation/Site-Support. I maintained and managed the Microsoft Project plan for Conversion related tasks, reporting statuses weekly to the project team, and monthly to the Federal Oversight body. I effectively communicated to all levels of management, internal and external to the project team.This team performed as a cohesive unit and exceled in all facets of their work under my leadership. My consistent approach to high quality and self-empowerment provided the team a person they enjoyed working for and with.I reviewed and approved Functional design documents as well as technical design documents. Managed analytics and reporting project to deliver a system that is state of the art to south Carolina Medicaid services. Transforming the business from a fee for service to a quality of care model. Taking advantage of EHR and other relevant information to drive to a new way of doing Medicaid analysis.Managed the Fraud team in the RFP process. This was Requirements, and design phase of the MMIS Project to implement a modernization application to conform to the Affordable Care Act requirements. Managed a team of three resources who were responsible for creating the RFP for a COTS system to replace the former Pearson system. Understanding of the current application and needed changes was imperative in understanding the needs of the new system. I interviewed stakeholders and end users to ensure current processes would be maintained and documented any business process changes needed. I also reviewed application design documents for clarity and conciseness.I defined and documented a Data Governance framework for the MMIS application and Interfaces. Working with Departments managers, key data stewards as well as interfacing agency representatives, I presented the road map, key data elements, Data Dictionary, data stewardship plan. Developed and re-engineered several processes and reports for a Reporting Delivery Group Supporting XPEDX in Cincinnati Ohio. To better support their client and to develop a robust and high-quality delivery system, I completed a thorough review of their “as is” processes. I redesigned any that were flawed or inefficient, and created new ones where needed. I also created detailed designs documenting the processes with schedules and areas of responsibility, notification chains and error logging/reporting. This included developing a configuration management plan and implementing version control software, creating a “One stop” Onboarding document for new hires, creating a “Best Practices” guide for developing Crystal Reports, and developing process guides for creating/modifying reports. I also integrated a new test/QA environment to help resolve issues found by the client while reports are still under development. I led Process review sessions with team leadership and identified issues and resolutions providing executive level updates monthly. I implemented CMMI methodology for continual improvement plans still being used by the client today. I authored several business design documents as well as technical specification documents for end users and developers to use for better understanding of the reporting system and implementation of future reports as needed.
