Deputy Chief Counsel, Office Of Administration
Current- Represents the Office of Administration and other Commonwealth agencies in labor and employment matters before various administrative boards and commissions, including the Pennsylvania Labor Relations Board, Pennsylvania Human Relations Commission, State Civil Service Commission, and Equal Employment Opportunity Commission.- Represents the Office of Administration and other Commonwealth agencies in appellate matters before the Commonwealth Court and Supreme Court of Pennsylvania.- Advises on grievance arbitration proceedings and matters involving collective bargaining.- Assists in the development and drafting of enterprise-wide human resources policies.- Advises in the administration of the Commonwealth’s merit system of employment, including on matters of policy, regulation, contract, and litigation.- Analyzes bills and recently enacted legislation and prepares memoranda addressing the potential impacts on the Commonwealth as an employer.- Counsel to the Pennsylvania Justice Network, advising on matters of policy, misuse of data provider records, Right-to-Know Law requests, data provider relations, and litigation.
