In my first role after leaving the military, I work for Natural Resources Canada, overseeing the work of cyber security contractors brought into the department in support of policy development, Security Assessment and Authorizations, and IT Security Design Specialist. - Manage a $7 billion budget to hire contractors working on more than 25 separate NRCan projects requiring cyber support. - Assist and advise on policy development, certification and accreditation support, cyber security engineering support of NRCan capital projects, and SOWs for cyber security practitioners.

As the Deputy J6 for the Canadian Special Operations Command, I ensured information technology requirements of the Command were met, within a high-tempo operational environment. My team was responsible for all communication networks - from radios to satellites, computer networks, and the cloud, used within the Command. I supported projects and operations internationally, most notably contributing to mission success in the withdrawal from Afghanistan, and Canadian support to Ukraine. - Working to support the Canadian Special Operations Command and its 5 units, I oversaw the development and integration of secure cloud computing, networking, application development, cyber security, and tactical communication both within the headquarters. - Providing guidance and advice to the 5 units and their signals personnel on training and succession planning of key personnel and positions.- I managed a team of more than 40 members responsible for the Commands Secure Network.- Maintaining up-to-date knowledge of technology changes and risks, I provided advice and guidance to executives on information technology developments and issues.- I completed a review technology requirements and challenges being faced by the Command, writing, and presenting the CANSOFCOM Signals Estimate, analyzing needs and advising on how to transform the organization, ultimately briefing the Commander on the analysis’ outcomes.

As Commanding Officer, I provided direction, oversight, and management for a diverse unit of 96 military, civilian, and contractors, including IM experts, first line support, second line support, and IT projects to provide IM/IT support to military units throughout Ontario - from Windsor to Timmins. I developed and presented plans, courses of action, and outcomes to technical and non-technical senior officers and executives.- I oversaw and ensured the successful completion of projects, managed staffing, and human resources issues, and was directly responsible for budgets and resource allocation including $10 million in salary, $1 million in operations and maintenance, and $11 million in yearly IT project funding.- My responsibilities included managing and executing IT support for 17,000+ clients and managing DND’s IT business plans for the 12,000 computers and 4,000 mobile devices deployed across Ontario.- To allow for Command and Control during the COVID-19 pandemic, I led the planning and implementation of a 25% expansion in DND IT equipment.- Additionally, I supported and expanded the instances of IT systems of varying security designations (DWAN, CSNI, LCSS).- Other projects conducted during my tenure included:  Expansion of the Welfare network into the field, allowing troops the ability to contact home when on exercise  Design of the future server building  Institutional cabling both within CFB Petawawa, and the Reserve Armouries across the province of Ontario  Upgraded helpdesk software to the Assist System

I was fortunate to be selected as Canada’s only embedded officer within the National Cryptographic Management Solutions Office of the National Security Agency (NSA) in Fort Meade. Where I worked within the National Cryptographic Solutions Management Office addressing the potential threats of High Performance and Quantum Computing. I was responsible for coordinating the international efforts, conducting briefings and writing reports to senior executives in both intelligence and military departments to identify future national projects in response to these threats.- Attending regular (weekly) meetings, I liased with and provided updates regarding quantum and high-performance computing threats of today and tomorrow to Australia, New Zealand, and the United Kingdom to ensure commonality within the Five Eyes Intelligence Community. - To ensure Canada is successfully positioned to defeat cyber threats, I contributed to the development of requirements for a $1.5 billion capital project.- Within a public context was able to share my knowledge of previous cryptographic failures presenting at the NSA’s 2017 Cryptologic History Symposium, on the topic: “Soviet SigInt – Post-Stalingrad: What do We Know Now?”

In this role, I initiated and completed the identification phase of the Cyber Security Awareness Project, a $300M capital project securing Canada’s military computers.- To ensure future capability provides near real-time responsiveness to emerging threats, I integrated the cyber security awareness project into the defensive cyber operations plan.- I was also selected as a member of the NATO Network & Security Working Group, meeting in Brussels to discuss and plan CIS security & standards.

Highlights of my early career as an officer in the Canadian Armed forces include:- Oversaw the maintenance and operation of Canada’s East Coast communication systems that were enabled strategic rear link with ships deployed at sea (2011-2012).- Completed Army Staff College (2010).- Regional Command South J6 Ops – coordinated international communications amongst 20 countries in the conduct of over 30 joint operations in Afghanistan (2008 - 2009).- Duty Officer for Task Force Kandahar responsible for maintaining real time communication and coordination with Canada from Afghanistan to arrange medical evacuations, resupply, and support (2007).
