Principal Caltrans employee responsible for the development of a strategic plan and related policies for the Caltrans Structure Maintenance and Investigations (SM&I) implementation of the 2022 revisions to the National Bridge Inspection Standards (NBIS) and Specifications for the National Bridge Inventory (SNBI). After extensive review of the revised NBIS and SNBI, I work closely with the SM&I Executive Management Team to plan and implement the Caltrans transition to the new regulations. This work includes development and implementation of all aspects of the implementation plan, updates to policies and procedures, development and presentation of training to staff, and development of a Governor’s Budget Change Proposal for increased staffing and equipment. I work closely with the SM&I data management staff in the development of interim upgrades to the bridge management system to incorporate new SNBI Items required to be updated prior to the full SNBI transition.

Underwater Bridge Inspection Program Manager

I have been a member of the Caltrans UWI team since 1993, and a Caltrans Dive Supervisor since 1996. I worked closely with the previous UW Program Manager prior to taking over that role in February 2017. I have been an inspection team leader responsible for over 1000 underwater investigations. I manage the Caltrans UW inspection Program with 6 full-time staff and 7 part-time staff responsible for 800 bridges requiring underwater inspection state-wide including 12 large toll bridges in the San Francisco and San Diego Bays. Our in-house team performs up to 18-22 weeks of dive inspections annually. I also manage A&E and Service contracts to supplement our in-house staff as needed, In 2014 I developed the Caltrans Underwater Inspection Procedures and have kept those documents current as the Program Manger.
