Principal Caltrans employee responsible for the development of a strategic plan and related policies for the Caltrans Structure Maintenance and Investigations (SM&I) implementation of the 2022 revisions to the National Bridge Inspection Standards (NBIS) and Specifications for the National Bridge Inventory (SNBI). After extensive review of the revised NBIS and SNBI, I work closely with the SM&I Executive Management Team to plan and implement the Caltrans transition to the new regulations. This work includes development and implementation of all aspects of the implementation plan, updates to policies and procedures, development and presentation of training to staff, and development of a Governor’s Budget Change Proposal for increased staffing and equipment. I work closely with the SM&I data management staff in the development of interim upgrades to the bridge management system to incorporate new SNBI Items required to be updated prior to the full SNBI transition.

After 30+ years in the bridge inspection field at Caltrans I am retired. I am hoping to continue part-time work in the field of bridge inspection. Preferring work opportunities such as quality control/quality assurance reviews of inspection programs and reports. I am a NBIS Bridge Inspection/NSTM/UWI Team Leader and open to exploring bridge inspection opportunities.

I have been a member of the Caltrans UWI team since 1993, and a Caltrans Dive Supervisor since 1996. I worked closely with the previous UW Program Manager prior to taking over that role in February 2017. I have been an inspection team leader responsible for over 1000 underwater investigations. I manage the Caltrans UW inspection Program with 6 full-time staff and 7 part-time staff responsible for 800 bridges requiring underwater inspection state-wide including 12 large toll bridges in the San Francisco and San Diego Bays. Our in-house team performs up to 18-22 weeks of dive inspections annually. I also manage A&E and Service contracts to supplement our in-house staff as needed, In 2014 I developed the Caltrans Underwater Inspection Procedures and have kept those documents current as the Program Manger.

As the Caltrans Bridge Inspection Quality Control Manager I oversaw the development and implementation and maintenance of bridge inspection policies, procedures and best practice documents and well as technical manuals for all SM&I operations including bridge inspection, load rating, maintenance design and bridge management. I developed and delivered training to assure SM&I compliance with all provisions of the NBIS. I coordinated all NHI training courses and Caltrans in-house Bridge Inspection Refresher Training for over 200 staff. I was responsible for coordinating FHWA National Bridge Inspection Program Reviews and the Caltrans SM&I liaison with FHWA.I also continued my role as an Underwater Inspection Team Member and Dive Supervisor for approximately 8-10 field weeks per year.

As an Area Senior I was responsible for overseeing the inspections and reports of 6-8 Bridge Inspectors working as Area Bridge Maintenance Engineers performing approximately 1100 above water inspection per year. I also continued my role as an Underwater Inspection Team Member and Dive Supervisor for approximately 8-10 field weeks per year.

Started at Caltrans Bridge inspection office in June 1991, Began work on the Underwater Inspection team in May 1993, In this time frame I worked on the climb inspection team and was also the Caltrans Senior Specialist for Temporary Bridges, working on various Acrow and Bailey Bridge projects. I also completed a Bridge Construction and Bridge Design Rotation.

Completion of the FHWA Highway Engineer Training Program which included 11 months of bridge and highway construction inspection, 6 months of geotechnical design and 10 months of Federal-Aid project review at various locations nation-wide.Upon completion of the training program I worked in Sacramento as an Assistant Area Engineer reviewing Federally funded highway and bridge construction projects in the planning, design and construction phases before leaving to work for Caltrans as a Bridge Inspector.
