Anthony Welch, Professor of Education, Faculty of Education and Social Work, University of Sydney. A policy specialist, has more than two hundred publications focusing on reforms and policy issues within Australia, Asia, and elsewhere. Holding an M.A., and Ph. D. from the University of London, he has lectured in many parts of the world, and has authored or edited 12 books. His work has been translated into numerous major European and Asian languages. Anthony has consulted to international agencies such as United Nations Development Program (UNDP), Commonwealth of Learning (CoL) and the Asian Development Bank (ADB), state and federal governments in Australia, Asia, as well as within Europe, and to US Foundations and institutions; he has substantial project experience in several parts of Asia, notably China and South East Asia, and some in Afghanistan, particularly regarding higher education reforms. He has been Visiting Professor in the USA, UK, Germany, France and Japan, and was based at Hong Kong University from September 2010 for six months. He directed an Australian Research Council Project Grant on the Chinese Knowledge Diaspora, and was a Fulbright New Century Scholar, for 2007-8 (Theme: Access and Equity in Higher Education). A Consultant to the major Asian Development Bank (ADB) project, Higher Education in Dynamic Asia, he contributed to the high-level policy symposium, Beijing Forum, held in Nov. 2009, and again in 2011. He was recently bestowed the title of Professor and Ph. D. Supervisor, by Tianjin University, China, and appointed Distinguished Foreign Scholar (2015-2018). He was one of a team of specialists conducting Myanmar’s Comprehensive Education Sector Review (CESR), beginning from 2012. He was a member of the national panel evaluating Australian research quality, in Education and the Human Sciences, in 2012.
