· Ensure compliance with OTDA, HEARTH Act., HUD VASH, and County DFS regulations.· Develop the overall communications strategy for BATS.· Ensure a system of measures and indicators to track progress and data collection.· Monitor and evaluate routine operations and special activities for efficiency, effectiveness, and compliance with policies and procedures. · Drafts policies & procedures as it relates to BATS and monitor the approval process to ensure expeditious approval. · Review and interpret newly enacted NYS laws affecting BATS and Continuum of Care. · Manage long-term program milestones and strategic objectives, including developing annual goals through a collaborative, staff-based process. · Prepare position papers, justifications, summaries, and comparative analyses of legislative matters relating to BATS and the Continuum of Care.· Provides technical assistance and advice to BATS Board of Directors and Advisors in legislation that impacts the delivery and oversight of homeless services.
