My team and I counsel and litigate for U.S. and overseas clients, small to large, to help them expand their government business and protect their gains, within the U.S. and elsewhere. We advise from initial strategy, to teaming, to proposals, to performance, through contract closeout. We advise on M&A deals and financing arrangements. We advise on teaming agreements and joint ventures. We advise on solicitations and proposals for and resulting stand-alone, set-aside, schedule, sole source, and other contract types. We advance client interests through bid protests and claims. We advise regarding regulatory and contract compliance, such as small business and veterans issues, labor and wage issues, cost issues, security clearances, cyber security issues, CFIUS, and IP. We conduct internal investigations and defend against government investigations, False Claims Act / qui tam matters, and suspension / debarment proceedings. When appropriate we litigate, try cases, engage in ADR, and handle appeals regarding matters involving the government, prime and subcontractors, and other third-party stakeholders. We provide compliance and other training. I regularly speak on many of these topics.

As member of the firm's trial section, led the government contracts counselling, litigation, trial, and investigations practice. Worked with U.S. and international clients to advance and protect their postions within governemnt market. Also worked with third party stakeholders who financed, invested in, and otherwise supported those in government market.

Senior legal official in automobile manuacturers' trade assocaition. Responsible for legal policy development, internal legal advice, litigation, legal staff and member company coordination on such matters.
