As the Project Manager for Mainframe Outsourcing and Retirement, I lead the initiative to reduce corporate technical debt ascribed to mainframe services, primarily mitigating the risk associated with declining breadth of skill required to support mainframe operation with internal staff and existing capital assets. As Technical Engineering Manager for the Infrastructure Health & Workflow Services organization, I was responsible for leading 25-45 analysts, engineers and developers for the planning and execution of all engineering deliverables, development and implementation activities, and on-going operations for Infrastructure Management Tools, Automated Inventory Discovery, Automated Incident Generation, Infrastructure Metrics, ITSM Analytics & Data Warehousing, and IT Self Help Services for the overall Lockheed Martin Enterprise and it’s six major lines of business. The breadth of these services support 7000+ Windows servers, 1700+ UNIX servers, 70+ enterprise applications, and 9000+ network devices at over 53 major domestic and international facilities.Planned engineering and operations skill and resource needs; provided accurate future staffing forecasts and interfaced with matrixed leadership. Collaborated with the senior IT management team to develop the strategic direction for infrastructure management tools and related services. Provided technical leadership to Project Leads and technical staff, and ensured that the proper engineering and operations process rigor was applied. Contributed to the development of strategies with IT Services, Technical Operations, and Strategy, Integration and Support organizations. Provide oversight for management of projects and programs to include technical, schedule, cost, and risk.Ensured that the proper business continuity and disaster recovery planning was in place. Ensured that each service offering had the proper SOIs, SOPs, SLAs, OLAs, and SOWs in place, and that the organization was adhering to documented performance criteria. Directed the development of service definitions, roadmaps and technical direction and ensured that artifacts were properly documented, reviewed, and approved by the appropriate governing boards. Provided oversight and direction to local staff to manage and maintain the complete IT infrastructure of the LM MS2 Baltimore campus. Oversight included desktops, networks, servers, telecommunications, and infrastructure projects. Lead projects to upgrade campus network, implement Cisco VoIP, retire a traditional Nortel phone switch, and transition to a lights out data center.Budget oversight of $1.5M - $3.5M
