Appointed by unanimous vote of the City Council to direct full city government operations under a Council-Manager form of government. Results included:• Championed the city’s response to a 180% population growth period. Created new policies to achieve quality growth and commercial, residential, and industrial expansion.• Minimized impact of a 36% reduction in revenue created by the consolidation of the city’s water system with regional water authority by effectively restructuring the operational budget.• Drafted and implemented four annual budgets (general fund, special purpose local option sales tax, capital improvement, and parks & rec).• Completed comprehensive plan update, conducted livable centers initiative corridor study and downtown redevelopment plan; and completed commercial, residential, and industrial market assessment.• Acted as project manager for infrastructure improvements totaling over $21M in project costs including comprehensive local road resurfacing program; intersection improvements; FHA interstate interchange improvement; contractual sewer upgrades; local stormwater system upgrades; and construction of new fire safety facilities, new police headquarters, city hall facilities, and several municipal parks.• Created only the 13th tax increment finance district in the State of GA which included a master redevelopment plan, infrastructure improvement plan, economic development incentive program, and supporting public finance package for the redevelopment of the city’s downtown district. The TIF process included negotiating politically sensitive intergovernmental agreements with the County Board and School Board.• Strengthened the city’s financial planning and management capabilities by creating a 5-year capital improvement program and supporting budget. Revamped operating budget, trimming 14% from operating expenses within 18 months while increasing service levels by 5%.

Served a two-year Active Duty assignment during Operations Desert Storm then completed my military services in the active and ready reserves. Promoted 3 times within 2-year period and received numerous awards including Southwest Asia Service Medal, National Defense Service Medal, Battle Efficiency Medal, Humanitarian Service Medal, Hurricane Andrew Relief, and Sea Service Deployment ribbons.
