This involves the management, direction, and assignment of construction staff, who are responsible for construction administration, management, inspection and constructability reviews during the construction of capital projects including: water and wastewater facilities; water infrastructure distribution and transmission mains; wastewater collection mains; stormwater; facilities; and, water and sewer relocation projects for GDOT, Atlanta DOT and interjurisdictional projects.Provides input on the updating and maintenance of a set of current DWM guidelines, specifications and standard details for the design and construction of water distribution, sanitary sewer and stormwater systems. Oversee the Preconstruction Division of Capital Program Delivery, which oversees the Capital Road Building Program for Gwinnett County to include projects funded by the Special Purpose Local Option Sales Tax (SPLOST). The Program Delivery section currently oversees the 2017, 2014 and 2009 SPLOST programs with a total estimated budget of $1.35 billion. Program Delivery utilizes private sector contractors / consultants as needed to expedite the design, land acquisition and construction of road and bridge improvement projects.

The new Gwinnett County ordinance on March 7, 2017, all utility companies must apply for a permit to perform work inside county road Right of Way. As the new ordinance takes shape, the permits must be reviewed and approved. This includes plan review and application review. Other duties may include, plan reviews with P&D, DWR and other departments within Gwinnett County that might perform work inside Gwinnett County Right of Way. This position is the new Utility Permitting Manager at Gwinnett County DOT.

BAC provides input in the development of the metro water districts comprehensive plans and policies which guides water resources management in the 15 county metro Atlanta region. As a BAC member, I help supply broad level input during the planning process and represent the wide variety of interests that are dependent on the regions water resources.
