West Yost is a consulting engineering firm formed in 1990 to provide a high level of client service in one technical area—water. West Yost’s focus is exclusively water, including water supply, wastewater, recycled water, groundwater, and stormwater. Technical staff provide broad services in planning, design, construction management, and program management services with expertise in civil, mechanical, and electrical engineering; geology, engineering geology, and hydrogeology; water and wastewater treatment operations; operations technology, cybersecurity, and resilience; GIS; and construction management and inspection.

Capture and Proposal Manager at ICF in the Business & Infrastructure Solutions Group, a team with a 78% win rate resulting in over $150 million in 2016. Led teams of environmental and planning technical experts in the advance pursuit of government and private contracts and manage the proposal processes, including compliance, for staff in a variety of locations. The preparation of bids included strategy and identification of value propositions / benefits to clients for ICF to perform NEPA/CEQA environmental assessment, energy efficiency and other professional consulting services. Industries included natural and water resources, transportation/aviation, energy, energy efficiency, and climate change. Prepared teams for oral interviews. Contract amounts range to $25 million.

Led senior staff to develop marketing/corporate strategy and oversaw its implementation. Assessment of marketing and proposal efforts toward achieving corporate growth goals. Responsible for new business development and managed the bid process to win new contracts. Supervised teams preparing in excess of 65 proposals annually and consistently won over 50%, resulting in gross receipts over $100 million.
