Expert Group on digital investmentsAn Expert group is given the task of supporting central Government Agencies who intend to make strategic business investments in it and digitalisation. The mission include a selection of investments from 20 central government agencies. The purpose of the expert group is that government agencies should improve their ability to implement operational development and faster achieve the desired results of policy reforms or changed tasks. The Expert group will work to support that government agencies in developing their governance and control of it and improve the management of risks in strategic digital investments. The Expert group should also contribute to the knowledge-building, exchange of experience and learning in the Public sector.

Head of coordination for the County Administrative Board’s shared supporting operations. I’m in charge of supporting management within it, finance and accounting, payroll, communication and development. This mainly focused on the following:- Coordinating governance from 21 County Administrative Boards towards each of the County Adminstrative Board that is responsible for delivering shared services to the others.- Responsible for preparing issues for decision, following up these decisions and the use of the common development budget.- Developing ways of working and routines within the shared supporting operations.- Coordinating and preparing reports to the Swedish government regarding common County Administrative Board commissions.Since a couple of years the County Administrative Boards have shared service centers within it, finance and accounting, pay roll and communication. Furthermore there is also common development within closely related administrative processes. The purpose of the coordination is to accomplish more efficient shared operations. Each shared operation is carried out with one County Adminstrative Board acting as a supplier to the others. The governing board for these administrative processes is a group of deputy county governors from different County Administrative Boards. In the relationship between the supplying County Administrative Board and the other County Administrative Boards the governing board represents all County Administrative Boards in the relationship with the supplying County Adminstrative Board. My job at Länsstyrelsen was to support the governing board and it’s chair.

General management support and consulting regarding administrative efficency, key performance indicators, shared service center solutions, e-procurement ie.Project manager for commission from the Swedish Government to produce a guide with administrative key performance indicators and a cost/benefit analysis to support decision-making for authorities who are considering outsourcing of finance and accounting, pay roll and e-business. The commission also included supporting the committee for Shared Service in the central government sector in the committee’s commission in several issues.Project manager for leading and coordinating the introduction of e-ordering in the central government sector. The expected effects include (over a 6 year period) cost savings (350 million Euro), easier handling (130 million Euro) and improved quality and service (strengthened internal steering and control, harmonized e-procurement systems, improved follow up i.e.).

I worked with developing and making Arbetsförmedlingens business administation more effiecent. The projects I worked included these amongst others.- feasability study and implementing e-procurment.- feasability study, procuring and implementing e-invoicing solution.- documenting audit trail and accounting systems.- feasability study and implementing new journal system.
