Served at the request of Commander, Naval Sea Systems Command (then Vice Admiral Sullivan). Rapidly completed complex tasks to benefit the U.S. Navy's public shipyards, with an emphasis on financial planning and programming.

Led PSNBA efforts to advocate for U.S. Navy strength, focused on the Pacific Northwest region. Advocated in Washington, DC to several Chiefs of Naval Operations, Naval Reactors and Naval Sea Systems Command leaders, and Washington State's congressional delegation and their staffs, resulting in national legislation, policy modification and implementation, and local capability increases.
