Serves as the organizational authority, and subject matter expert, on supply chain risk management and intelligence; and assists in day-to-day oversight, direction, and leadership of Security Services programs and activities. Responsibility includes directing, supervising, and managing all operations of the supply chain risk management & intelligence branch. Serve as the Special Access Program (SAP) Security Manager and Department of Army (DA) Sensitive Support Program Manager (DASSPM) for the Research, Development and Engineering Command (RDECOM) Special Access Program Management Office (SAPMO). Develop program procedures to respond to emerging technology development and expanded security requirements, and resolve unique organizational and geographical problems not resolved by standard security regulations. Incumbent provides security-related policy, oversight, evaluation, guidance, and training to RDECOM personnel. Provide security management and oversight of classified activities. Serve as technical authority and represents RDECOM in meetings and conferences with Department of Defense, Secretary of the Army, MACOM, other agency working groups, review committees, and contractors to plan evaluate, formulate, modify, and initiate security policy changes and procedures. Ensures compliance with security program policy, procedures, and standard regulations. Execute the SAP Inspection (SAPI) and DASSP Inspection programs as part of the command Organizational Inspection Program (OIP). Conduct evaluations Major Subordinate Command’s classified Special Access Program management and oversight programs and Sensitive Support Programs. Recommend actions for the protection, management, and oversight of special access programs and sensitive activities across the spectrum of security disciplines. Conduct multifunctional compliance inspections and assistance visits of subordinate SAP offices as part of the command OIP.

Served as the Deputy Director, Security Programs by assisting with development, implementation, operation and oversight of security policies and procedures for the GPO. Directed, supervised, and managed a staff of 10 professionals in all operations of the Physical Security Branch (PSB) by planning, developing, implementing, administering and evaluating security programs including: physical, information, industrial, personnel, operations security, continuity of operations, emergency planning preparedness, antiterrorism/force protection, access control and security awareness training and education. Established and implemented the PSB’s first strategic planning cycle to develop a continuing commitment to the mission and vision of the agency while maintaining a clear focus on the agency’s strategic agenda. Played a major role in the strategic planning cycle within the agency, which included management of projects such as: establishing the risk management process; initiating and chairing GPO’s first continuity of operations (COOP) committee; development of all security requirements for two (2) COOP facilities; procurement, installation, & implementation of the first internet protocol surveillance system. Performed full range of personnel management/supervisory responsibilities including goal-based performance plans, individual development plans, incentive and performance awards, conflict resolution and corrective actions.
