About Arab Hoballah

Arab Hoballah serves, since May 2023 as Senior SCP Expert for the EU SWITCH-Asia Pacific programme, and since August 2021, as Executive Director, SEED-Entrepreneurship for Sustainable Development, aimed at providing tailored support to eco-inclusive MSMEs with adequate policy frameworks, as key contribution to the transition to green and circular economy, through resource efficiency and SCP. He was Team Leader, EU SWITCH-Asia SCP Facility, covering 24 Asian Countries with basis in Bangkok, 2017-2021. He was also Executive Director of SEED, Eco-Inclusive Entrepreneurship, March-September 2017, and Senior Sustainability Expert from January to September 2017. From 2005 to 2016, he was Chief of Sustainable Consumption and Production/SCP in UNEP, where he looked for mainstreaming Resource Efficiency and SCP policies at local, national, regional and global levels, through various sectors, various tools and methodologies and relevant partnerships in close cooperation with governments, business and industry, civil society. A major outcome of this work is the 10YFP, the 10 Year Framework of Programmes on SCP, adopted at Rio+20. Prior to this post, he spent 14 years working in the UNEP Regional Seas programme as Deputy Director of the Blue Plan & Deputy Coordinator of the Mediterranean Action Plan (MAP). He established and managed the Mediterranean Commission on Sustainable Development, assisted several countries in developing sustainable development strategies and coastal areas management plans. Prior to 1991, he worked for several institutions in developing countries. Educated in a multicultural environment (Lebanon, Senegal, France and Colombia), Dr. Hoballah holds a MSc in Economic Tools and Prospective Analysis, a MSc in Law and International Relations and a PhD in Economic Development.Specialties: Strategies and Policy analysis and elaboration, decision making process, related to Sustainable Development, environmental protection, consumption & production, resource efficiency, green economy, programme development and management, entrepreneurship, public-private partnerships; interactive moderation of conferences & panels; cultural sensitiveness; tact and diplomacy skills.

As part of this engagement, the SWITCH-Asia Policy Support Component (PSC) aims to enhance SCP progress through scaling up and mainstreaming SCP strategies and actions in relevant national policies in support to circular economy and climate objectives. To that end, I will contribute to SCP policy development and implementation in the Pacific and to cross-regional SCP interventions, enhancing understanding of SCP context in the Pacific to support engagement strategies in support to resilience, circularity and sustainability, and facilitate relations with the SCP stakeholders, including SMEs, and focused Multi-Stakeholder Consultations (MSCs) and dialogues.

    SWITCH-Asia looks for strengthening the implementation of sustainable consumption and production/SCP policies at the national and sub-national levels by advocating for changing the unsustainable consumption and production patterns, raising awareness, building capacities, inducing innovation, identifying and unlocking opportunities, scaling-up and replicating good practices. The programme enhances networking to create an internal dialogue between components of the programme, the establishment of communities of interest/practice and an external dialogue by communicating results to further stakeholders. The new SCP Facility induces and supports national SCP policy development and actions plans in 19 Asian countries, connects to relevant Asian stakeholders groups, links SWITCH-Asia projects to national implementation plans and international frameworks (e.g. the SDGs and the 10YFP), and translates global and regional platforms to meaningful national and sub-national level enabling and capacity development. The SCP Facility serves as project coordination unit as well as a hub for stakeholder engagement across the value chain, particularly SMEs, retailers, consumer groups and governments;

    At a time when the global community is looking for practical “down-to-earth” approaches for delivering sustainability, SEED has demonstrated over various years that it brings in an interesting solution that had been tested in many countries and with a large variety of SMEs; its innovative approach is a major contribution in the transition to inclusive green economy and sustainable development. So far, SEED has been seen mainly through its Awarding system, the visible part of the iceberg, whereas SEED, with its valuable expertise and cumulative experience, effectively contributes to mainstreaming eco-inclusive entrepreneurship approach into the global platform of opportunities and solutions in support to green economy and sustainable development. SEED activities, through its tools related to “starter, catalyzer, accelerator and mainly replicator” and its methodologies including the policy roundtables and the Business Development Services/BDS practitioners’ dialogues, have demonstrated how such innovative eco-inclusive enterprises can contribute to the badly needed transformative change towards sustainability while delivering the SDGs and their various targets; A multiyear strategy was developed with increasing focus on further engaging and enabling SMEs as well as on replication of good practices. The “policy prototyping” tool, applied in various symposia and roundtables, proved to be a very interesting and engaging tool for partners. Advocacy and communication were improved, but there is still a huge potential that needs to be unlocked.
