Serve as a senior attorney and Chief of International Law for the Office of the Staff Judge Advocate, Headquarters Pacific Air Forces. Provide legal services to command staff on international law, intelligence and cyberspace law matters, and on administrative law issues pertaining to operations in the Pacific Air Force’s area of responsibility.

Branch Chief and Legal Instructor for the Department of Homeland Security’s Federal Law Enforcement Training Centers (FLETC), Office of Chief Counsel, Legal Division, Field Legal Branch, Artesia, New Mexico.FLETC is responsible for researching, developing, and delivering training for over 100 federal partner organizations, as well as, state, local, and tribal agencies. This mission is accomplished through the delivery of classroom instruction, reality-based training scenarios, virtual training programs, and on-demand learning.As Branch Chief, led a team of seven attorneys. As a legal instructor primary focused on Constitutional Law issues with an emphasis on Fourth Amendment and Use of Force. Delivered over 2350 hours of instruction, to include over 930 hours of Fourth Amendment instruction. Served as a coordinator and instructor for the Department of Homeland Security's Lawyers to Leaders Training Program. This eight session program featured leadership topics for attorney leaders from Department of Homeland Security components and the Office of the General Counsel.Frequent lecturer at the International Law Enforcement Academy (ILEA) in Roswell, New Mexico, the Department of State’s advanced training academy for senior law enforcement professionals, prosecutors and judges. Presented at ten Executive Symposiums to 354 delegates from 46 countries.Delivered nine national webinars to over 800 legal professionals on issues such as Fourth Amendment and technology and use of force and duty to intervene. Routinely delivered refresher training, both in-person and virtually, to partner organizations.Trained 200 police legal advisors from agencies throughout the country as part of a Police Legal Advisors Training Program.Recipient of the Core Training Operations Directorate, Employee Appreciation Award, and the FLETC Homeland Security Peer Award.

Served 20-plus years in the Air Force Judge Advocate General’s Corp, retiring as a Lieutenant Colonel. During this time, served in various positions to include the Chief of Operations Law for two Major Commands: Headquarters Pacific Air Forces and Air Force Global Strike Command; Staff Judge Advocate and Deputy Squadron Commander for the U.S. National Support Element in Norway; and as an exchange officer with the British Royal Air Force Legal Branch. Deployed to Afghanistan and Iraq serving as the Deputy Staff Judge Advocate for the International Security Assistance Forces – Afghanistan and as the Staff Judge Advocate for an Air Operations Group in Iraq. For final assignment served as a Division Chief and Instructor at the Air Force Judge Advocate General’s School and taught National Security Law at Air War College and Air Command and Staff College.Named 2010 Personnel Exchange Program, Field Grade Officer of the Year, for the United Kingdom.

Taught Court Systems and Practices to U.S. personnel stationed at RAF Croughton. This course explored the judiciary in the criminal justice system; structure of the American court system; prosecution; right to counsel; pre-trial release; grand juries; adjudication process; types and rules of evidence; and sentencing.

Taught three semesters of Criminal Law to military members and eligible dependents. This course surveyed the history and nature of criminal law in the United States. It covered substantive criminal law, defenses, and criminal responsibility within the context of the criminal justice process and the rules of evidence.

Taught Legal and Regulatory Issues to health care professionals. Course discussion included healthcare regulatory compliance and legal and ethical situations that directly apply to the healthcare environment.
