The CSIS Global Crisis Manager is responsible for Citi’s crisis management activities at a global level. This position is responsible for developing and enhancing Citi’s strategy, planning and response to crisis events. In addition, the Global Crisis Manager is responsible for ensuring that effective plans are updated to reflect the current threat landscape in which Citi operates. The Global Crisis Manager provides escalation and coordination of Citi resources to help resolve emergencies. The Global Crisis Manager also provides framework, strategy and training for businesses to use to protect staff and mitigate risk during a crisis event. Assistance is provided through plan templates, crisis severity-level classifications, along with guidance in creating plans that comply with applicable legislation, regulations and codes.

The Business Unit Head (BUH) represents and coordinates CSIS functions to the Costa Rica Citi Shared Services (CSC). The CSIS functions operating at the Regional Hub are Security & Safety Program management, Latam Command Center, Cyber Investigations Response Team/ e crime, Investigative Analysis Unit (IAU) and CSIS Shared Operation Services. BUH is responsible for the compliance, regulatory reporting and operational standards set by Citigroup and Costa Rica regulatory bodies. Coordinates activities with the overseas business and domain owners and ensure adherence to standards of delivery of services.  Has direct accountability for the performance of the Unit established within the CSC CR. BUH is expected to coordinate with CSC Management with any observations related to their areas depending on the severity of the issues. BUH is responsible to comply with monitoring and control requirements towards the CSC CR Risk and Control, with the purpose of maintaining standardized reporting alignment, transparency and collaboration with local management. Provide two-year growth pipeline of the unit to ensure appropriate infrastructure can be established.

Caribbean and Central America Region SVP, Citi Security and Investigative Services (CSIS). Coordinate and manage security and safety programs, crisis management, executive protection services, investigation, fraud management, and risk prevention functions while ensuring compliance with corporate policies. Enhance and implement strategic plan for the Caribbean and Central America Region, including, Bahamas, Barbados, Cayman Islands, Costa Rica, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Jamaica, Nicaragua, Panama, Puerto Rico and Trinidad & Tobago. Efficiently handle of an annual budget of $9.4MM, as well as capital investment projects. Direct and control internal and external investigations, crisis management, and background screening programs. Utilize leadership skills in managing a group of 30 direct staff, including managers, investigators, security & safety officers and 342 armed security personnel in 14 countries.  Coordinated with other group areas in formulating corrective actions and sound decision making, as well as worked closely with local governmental and intelligence organizations and the security industry. Accurately identified and assessed risk in facilities, products, services, and internal processes of the Financial Group.  Proficiently manage an annual average of 400 investigations related to external and internal fraud of the corporation, cases of employee wrongdoing, cyber crime investigations, ethics cases and pre-employment checks for critical positions annually. Held responsible for managing an average of 200 incidents yearly, including bank robbery, bombs, extortion, vandalism, violent demonstrations, and fire, among others. Led a re engineering program to reduce armed guards in branches by installing a state of the art command center with remote monitoring.

Andean Sub regional SVP, Citi Security and Investigative Services (CSIS) Nov 2006-April 2011Coordinate and manage security and safety, executive protection services, investigation, fraud management, and risk prevention functions while ensuring compliance with corporate policies. Enhance and implement strategic plan for the Andean sub region, including Colombia, Venezuela, Peru, Ecuador, and Bolivia. Efficiently handle annual sub region expenses of $3.7M, as well as investment projects. Direct and control special risk, crisis management, and background screening programs. Utilize leadership skills in managing a group of 17 direct staff, including investigators and 160 armed and unarmed contract security personnel in four countries.

Manage regulatory and compliance aspects within CSIS, including management, testing, and reporting of the maintenance of business process, oversight of records management, and retention processes. Instrumental in planning and executing the training program for CSIS regional personnel Provided efficient support audit program, self assessments, and records management Actively involved in formulating and implementing peer review audit program for the region, allowing CSIS unit to acquire a framework and assure compliance with corporate and local policies and regulations

Direct all security and safety projects in Latin America. Provide recommendation on the adoption of new equipment and devices utilizing cutting edge technology to security requirements. Develop and execute standards for security and safety systems, such as video surveillance, access control, alarms, bandit barriers, and others for building and bank branches while providing technical support to regional businesses. Assumed full responsibility in designing and implementing standard procedure for major security and safety projects Successfully led a project to define a standard for the security platform in the Latin America region, such as alarm, access control, and CCTV systems.

Ensured conformity to policies, strategies, and standards defined by Citibank and its regulators in managing security and safety services for branches and facilities.
