The course covers all key cost structure stages, from sub-structure to final finishing. Responsibilities- Lead and supervise a team of 8 professionals, consisting of buyers (local & and overseas buyers), Contract Specialist, Cost Estimators, Quantity Surveyor Officers, Logistic Officer, and Procurement Administrator. - In charge of direct and indirect procurement processes (P2P), as well as project procurement. - Set short & long-term goals for the team, and ensure that objective is being met on time within the approved budget and in compliance with the pertinent policy and procedures (e.g. Compliance delivery, smooth importation process, etc.) - Prepare and manage Requests for Proposals/ Tender Invitations for major packages (Long Lead Items LLI). - Prepare and review: Project Cost Estimate (PCE), Key Design Parameter for RFx, TCO calculation, commercial Bid Evaluation (CBE) liaised with Technical Bid Evaluation (TBE), Purchase Order (PO), and Contract Agreement. - Generate reports: Procurement Plan, Project Milestones, Quote Inquiry (RFQ), and Special Report for Regulation Monitoring of limited/ prohibited imported items. - Conducting non-compliance investigations (procedure, fraud, etc).- Liaising with local and international forwarders for the importation process from onboard to customs clearance. - Support the client in managing the Import Master List (defining proper HS Code). - Supporting HQ in arbitrage court.
