Ms. Garcia-Herbst provides technical direction and advice on all aspects of the Native American Graves Protection and Repatriation Act (NAGPRA) and the treatment of NAGPRA materials. Ensures that supporting documentation, public notification, and consultation take place with federally recognized Tribes regarding the cultural affiliation and repatriation of human remains and affiliated materials. Interacts with prestigious museums, Tribes, and other institutions to resolve collections issues and ensure compliance with NAGPRA regulations. Conceives, develops, coordinates, and presents national level leadership in implementing NAGPRA rules, policies and guidance. Communicates the Bureau's policies and technical guidelines for managing museum collections to the approximate 155 non-federal institutions that hold collections for BLM. Conducts training, lectures, and other instructional assignments related to museum collections management and NAGPRA compliance at BLM/DOI offices and at professional conferences and events. Ensures all training, guidance, and technical assistance provided to curatorial staff and managers is in compliance. Collaborates with prestigious National Museum organizations and other agencies on the repatriation of BLM collections. Provides authoritative knowledge of the Federal and State laws, regulations, and policies relevant to NAGPRA and museum collections management. Provides authoritative professional and technical direction to BLM State, District, and Field Offices in evaluating and planning for the appropriate use, exhibition, interpretation, management, documentation, and storage of museum collections.

*Desert Renewable Energy Conservation Plan (DRECP) Section 106 Programmatic Agreement (PA) The DRECP is an interagency strategy to provide for renewable energy projects and for the conservation of sensitive species, ecosystems, and cultural resources in California's Mojave and Colorado/Sonoran deserts. It is a landscape-level plan focused on 10.8 million acres of public lands in the desert regions of seven California counties – Imperial, Inyo, Kern, Los Angeles, Riverside, San Bernardino, and San Diego. Ms. Garcia-Herbst leads all consultations for the DRECP PA and development of Appendix F (Cultural Resources Predictive Model), Appendix G (Compensatory Mitigation Fee for Cumulative Effects), and a related Landscape Study. She ensures that BLM's DRECP PA is implemented properly and consistently, and all the meetings, reports, etc. are completed and consulted on in a timely manner. She will oversee the implementation of the Appendices once they are completed. She will work with the project proponents on the funding amounts to be put into the Compensatory Mitigation Fee account, as well as work with a working group consisting of consulting parties to determine how and where those funds are spent. She is responsible for ensuring that BLM is using the predictive model properly and that the data necessary for that model is updated regularly.

Ms. Garcia-Herbst serves as the BLM Cultural and Tribal Resources Lead for the SCE Ivanpah to Control 115kV Transmission Line Rating Remediation Project. The Project is composed of 5 segments (1, 2, 3N, 3S, 4) spanning Inyo County, northeastern Kern County, northern San Bernardino County, and the City of Barstow. The total linear project length is approximately 358 miles and APE acreage is 503,724 acres for the proposed route and 85,851 acres for three alternative alignments. The northern/western terminus is the Control Substation, approximately 5 miles west of the city of Bishop in Inyo County; the eastern terminus is at Ivanpah Substation, located in California approximately 6 miles southwest of Primm, Nevada.

Made sure that programs and projects are in compliance with federal environmental laws and regulations, as well as USAF instructions and manuals, by reviewing project designs and specifications at 35, 60 and 100 percent and providing comments. Planned, coordinated and implemented the station’s annual and multi-year management documents (ICRMP, INRMP, AMOP, ISWMP & QRP) updates. Scoped and created Government Estimates (GE) for programming to cover environmental programming and compliance gaps. Served as the Station’s NEPA Program Manager processing NEPA requests for environmental review and led environmental program task management. Supported Air Forces’s Installation Restoration Program for CERCLA remediation projects on Station by reviewing technical documents and answering community member questions related to non-CERCLA issues at Restoration Advisory Board meetings.Created first Bellows AFS Commander’s “Environmental Policy Statement”. Coordinated with clients and subconsultants, to successfully complete a variety of complex, interdisciplinary renewable energy, transmission, transportation, and rail transit projects in the Pacific Group region (southern California, southern Nevada, Hawaii and Guam). As Project Manager for the San Diego Gas & Electric and SoCal Gas Cultural Resources On Call contracts and Principal Investigator for 3 years, guided and reviewed an archaeological survey of the approved southern route of the Sunrise Powerlink 230-kV/500-kV transmission line project in compliance with Section 106 of the NHPA and CEQA. Additionally, guided and reviewed medium- to small-scale archaeological surveys for replacement of San Diego Gas & Electric (SDG&E) wood utility poles with steel utility poles (Wood to Steel Project) in support of the Master Special Use Permit renewal from the USFS in the Cleveland National Forest. Managed small-scale surveys, evaluation testing and monitoring of pole, facility replacement locations and pipeline installation related to regular operations and maintenance. This work was done to assist SDG&E and SoCal Gas in their compliance with Section 106 of the NHPA, NEPA and CEQA. Guided and reviewed records search requests, Class III intensive field surveys, evaluation testing, construction monitoring, and reviewed reporting of findings, as well as prepared or approved recommendations for the utility companies for avoiding impacts to cultural resources within company easements and access roads, as well as projects located within Bureau of Land Management, Cleveland National Forest, Department of Defense, Bureau of Indian Affairs, County of San Diego, City of San Diego and private property. Worked directly with utility staff to ensure avoidance of impacts to archaeological sites located near poles or associated facilities.Additionally, successfully completed cultural resources projects for Atkins (formerly PBS&J), California Department of Parks and Recreation, Caltrans District 11, City of San Diego, Dudek, HELIX Environmental Planning, Inc., Ramona Municipal Water District (RMWD), San Bernardino National Forest, and the U.S. Navy.

Argentina

National Science Foundation funded dissertation research project, "Doctoral Dissertation Improvement Grant: Explaining Ancient Technological Innovation in Southern Argentina," aims to explain prehistoric technological innovation and the specifics of why humans adopt new technology. It will accomplish this by evaluating a published model of technological evolution – Ben Fitzhugh's (2001; 2003) risk sensitivity model of technological innovation – by systematically studying 17 archaeological sites and ethnographic accounts from coastal Southern Argentina. The model tests the idea that during times of hardship (colonization, circumscription, intensification, and the emergence of social inequality) a degree of risk and uncertainty is generated that is overcome by foragers through technological innovation. Using multiple lines of evidence, this project will identify these times of hardship in the archaeological record and determine if these cause instances of flaked stone technological innovation. The flaked stone assemblages from 17 archaeological sites will be examined using a series of flaked stone analyses to monitor technological innovation.

The Minority Internship Program administered through the Office of Fellowships and Internships provides undergraduate and graduate students the opportunity to experience the Smithsonian as a universal lens for learning. Under the guidance of Smithsonian staff who are experts in their fields, Smithsonian Interns are inspired to learn, examine and collaborate in their specific academic fields that relate to current research at the Smithsonian. Under the supervision of Margaret Jodry and Dennis Stanford, completed research on rare ground stone artifacts in the Smithsonian collections associated with Paleoindian sites, focusing on the Lindenmeier Site in Larimer County, Colorado, as a case study. Participated in field excavations at the Black Mountain High Altitude Folsom Hunting Camp, San Juan Mountains, Colorado.

Tucson, Arizona Area

As Curatorial Assistant at the Central Arizona Project (CAP) Repository, Ms. Arleen Garcia-Herbst prepared hundreds of historic and prehistoric-period artifacts recovered during construction of the canal for curation in the Bureau of Reclamation's Central Arizona Project Repository (later transferred to the Hohogam Heritage Center located on the Salt Gila Indian Reservation) according to professional museum and archival practices as per 36 CFR 79. Ms. Garcia-Herbst also helped to maintain the database of catalogued materials by both using and assisting archival staff with curating associated records for the collections. The Central Arizona Project is designed to bring about 1.5 million acre-feet of Colorado River water per year to Pima, Pinal and Maricopa counties. CAP carries water from Lake Havasu near Parker to the southern boundary of the San Xavier Indian Reservation southwest of Tucson. It is a 336-mile long system of aqueducts, tunnels, pumping plants and pipelines and is the largest single resource of renewable water supplies in the state of Arizona.
