Lead various projects for the U.S. Navy Naval Sea-Systems Command (NAVSEA) Foreign Military Sales (FMS) program’s Building Partner’s Capacity (BPC) Program; a program funded by the Department of Defense for the procurement, staging and training of counterterrorism and intelligence equipment for various countries. Program’s scope ranges from humanitarian efforts such as providing drilling rigs and other water purification systems to Ethiopia and Uganda, to providing Supporting Arms Virtual Trainers and surveillance, training to Jordan for boarder security.Responsible for the strategy and execution of an FMS FOTS and BCP portfolio of $150+ million; leading the successful completion of the entire project life cycle for over 30 FMS projects.Supervised teams inside and Outside of the Continental U.S. (CONUS/OCONUS), providing both BPC program support and Vessel Maintenance and Repair (VMR) services to U.S. approved foreign nations. Facilitate daily/weekly huddles, concentrating on different facets of business; Ensuring teams are on-board with program goals to exceed customers' expectations by consistently executing efforts on-time and within budget. Model internal and external customer service standards and coach employees, offering optimal customer service experience.Lead teams in federal and commercial business development activities to identify, qualify and capture new business with existing and new markets; leading efforts to create business process flows to identify opportunities and increased revenue.Identify project management process improvements and ensure compliance with corporate and federal requirements (Federal Acquisitions Regulations (FAR), Foreign Corrupt Practices Act (FCPA), International Traffic in Arms Regulations (ITAR)).Member of the VSE Senior Leadership Team; Participate in monthly, quarterly and annual senior leadership activities to create and maintain the corporations strategic plan, risk management, culture initiatives.

Responsible for on-going Follow-On Technical Support (FOTS) projects and management of all Delivery Orders supporting ex-USN ships transferred to foreign militaries under the United States Central Command (CENTCOM), European Command (EUCOM), and Southern Command (SOUTHCOM). Responsible for managing all aspects of the Building Partners Capacity (BPC) Program, which encompass security cooperation and security assistance activities funded by U.S. Government (USG) appropriations and administered via the Foreign Military Sales (FMS) infrastructure. The Program provide articles and/or services for the purpose of building the capacity of partner nation security forces and enhancing their capability to conduct counterterrorism, counter drug, and counterinsurgency operations to support U.S. military and stability operations, multilateral peace operations, and other efforts.Supervise a team of roughly 10 VSE personnel and 30 subcontractors working in various locations inside (CONUS) and Outside of the Continental United States (OCONUS). Manage the successful execution of over 50 delivery orders on the NAVSEA FMS (N*STAR) contract with a financial portfolio of over $150 million and a revenue responsibility of over $30M annually. Serves as the boiler program administrator responsible for all projects involving boilers and steam generating propulsion plants.

Managed of the Follow-On Technical Support (FOTS), engineering, procurement, training, and logistics of ex-U.S. Navy ships transferred to foreign forces.Managed over 23 Foreign Military Sales (FMS) projects and countries, including: Romania, Azerbaijan, Ukraine, Poland, Croatia, Latvia, Estonia, Ethiopia, Kenya, Hungary, Jordan and the Philippines among others. Responsible for a portfolio of projects valued at over $150 Million. Conducted research, evaluated, analyzed, studied and presented recommendations/solutions related to short and long-term program planning requirements to customers and to the corporate executive team.Created and revised project plans for integration into the International Standards Organization (ISO) approved database. Determined project’s Level of Effort (LOE) through parametric and analogous estimating; Provided monthly financial forecasts to customers and corporate executives.Analyzed issues, developed solutions and presented alternatives to Naval Sea Systems Command (NAVSEA) program managers to fulfill FMS program requirements.

Assisted in the management of the Follow-On Technical Support (FOTS), engineering, procurement, training, and logistics of ex-U.S. Navy ships transferred to foreign forces.Assisted in the creation, update and revision of project plans for integration into the International Standards Organization (ISO) approved project plan database.Reviewed a portfolio of $100 million in task orders.Created detailed Statements of Works (SOWs) for project tasks.Provided monthly financial forecasts for each project to management.Analyzed issues, developed solutions and presented alternatives to management for project-level Foreign Military Sales (FMS) requirements.

Provided all program administrative support to Project Managers for the Follow-On Technical Support (FOTS) of ex-U.S. Navy ships transferred to foreign forces.Drafted monthly status reports (MSR) summarizing all program updates to management and the customer.Edited project plans for integration into the International Standards Organization (ISO) approved project plan database. Created a delivery order process “how to” guide to improve efficiency and streamline processes.Proactively acquired detailed operational knowledge and technical expertise in the fields of contracts, procurement and accounting to bridge the information gap between project managers and functional departments.Tracked project financials, approved invoices for payment and kept project managers abreast of project financial status.Utilized Puridiom, PRIMAVERA 6 and CostPoint procurement, scheduling and accounting systems.
