Mr. Halter counsels kidney patients on what to expect when starting their journey with End Stage Renal Disease. He provides insight regarding peritoneal dialysis and kidney transplantation.

Mr. Halter acts on behalf of all those affected by kidney disease to improve access to services and increase research and innovation. He is responsible to educate others on issues related to chronic kidney disease, organ donation and transplantation. He engages media, stakeholders, legislators and those affected by kidney disease. Recipient of the 2021 Richard K. Salick Advocacy and 2022 Arthur P. Pasquarella Leadership in Action Awards by NKF.

Implements the National Imaging System Maintenance Program in support of the National Maintenance Manager.

Provides advice to improve the Mechanical Engineering Department Program. Special interest area is the advancement of Ultrasonic NDE.

Mr. Halter is assisting the National Maintenance Manager for Submarine Imaging Systems to implement the requirements of NAVSEAINST 4855.37 for the National Imaging System Maintenance Program at all Periscope Repair Activities. Mr. Halter also supports SubHDR and other Comms maintenance activities by performing surveillances.

Mr. Halter retired from Sonalysts, Inc., in December 2015, where he led research and development efforts utilizing advanced signal processing techniques to detect and localize flaws in advanced naval coatings and other applications. This development work is centered in the recently established Wavelet Signal Processing/Nondestructive Evaluation System Test Laboratory at Sonalysts. Mr. Halter is also a member of the Thin Client Display working group for integration on upgrades to surface ship combat systems.Earlier, Mr. Halter led engineering development efforts for new products including the development of guided wave ultrasonic non-destructive evaluation techniques for amorphous thermal spray coatings for the US Navy, alternative energy sources including PEM Fuel Cells and Lithium Ion Batteries, modeling of battery thermal management systems, and electromagnetic environmental monitoring systems. Mr. Halter has• Developed the Quality Management System being implemented at the Regional Repair Centers for Submarine Imaging Systems. This includes the Operating Procedures to achieve uniform processes, reduced costs and improved reliability of these systems.• Coordinated all engineering and testing efforts, including Performance Verification and Environmental Qualification Testing, associated with the Integrated Submarine Imaging Systems (ISIS) Program. This includes the antenna assembly and internal hardware supporting the antenna assembly.Earlier, Mr. Halter• Supported system and sensor development for the AN/WLY-1 acoustic intercept receiver. As lead engineer for this effort, he successfully managed multiple subcontracts with a total subcontract value in excess of $400K. • Supported the AN/WLR-9 and AN/BQH-7 systems. For the AN/WLR-9, supported test installations aboard surface ships with the design and fabrication of unique sensor mounting hardware.

At C&M, Mr. Halter was responsible for business development, contract management and project management. The business development functions entailed marketing, proposal development and maintaining liaison with outside organizations. Contract management activities included preparation and negotiation of price and terms, and monitoring deliverables. Project management activities included the development of work breakdown structures and project schedules to ensure the proper allocation of company resources. Annual revenues at C&M averaged $2M with a peak of $3M.

At Tracor, Mr. Halter managed all engineering and technical support services to NUWC from the Surface Ship Engineering Department. He directed the activities of 60 engineers, technicians, and designers on a daily basis. Annual revenue was approximately $4M for this group with $700K for subcontracting outside industrial and machine shop services. The tasking areas were diverse and included active sonar performance improvement for the AN/SQS-53, electronic design and fabrication of data acquisition systems for test and evaluation of the AN/SQR-19, certification procedure development for the AN/SQQ-89, production engineering support for the towed array handling systems such as the OK-410(V)/SQR, ship feasibility studies for the AN/SQQ-89I, system engineering design for the AN/SQQ-89, ORDALT design and fabrication for the ASROC launcher, ShipAlt planning and execution, and system engineering for the Integrated Machinery Control System for the Canadian Patrol Frigate.

Assigned to the Engine Room Fluid Systems Group of the Trident project, Mr. Halter was responsible for the propulsion plant heat balances, high and low pressure steam drain systems, main steam system calorimeter sampling probe, main condenser overpressure trip mechanism, and the engine room insulation schedule. He also provided liaison support during construction of the S8G reactor/engine room prototype and ship.
