Mr. Halter retired from Sonalysts, Inc., in December 2015, where he led research and development efforts utilizing advanced signal processing techniques to detect and localize flaws in advanced naval coatings and other applications. This development work is centered in the recently established Wavelet Signal Processing/Nondestructive Evaluation System Test Laboratory at Sonalysts. Mr. Halter is also a member of the Thin Client Display working group for integration on upgrades to surface ship combat systems.Earlier, Mr. Halter led engineering development efforts for new products including the development of guided wave ultrasonic non-destructive evaluation techniques for amorphous thermal spray coatings for the US Navy, alternative energy sources including PEM Fuel Cells and Lithium Ion Batteries, modeling of battery thermal management systems, and electromagnetic environmental monitoring systems. Mr. Halter has• Developed the Quality Management System being implemented at the Regional Repair Centers for Submarine Imaging Systems. This includes the Operating Procedures to achieve uniform processes, reduced costs and improved reliability of these systems.• Coordinated all engineering and testing efforts, including Performance Verification and Environmental Qualification Testing, associated with the Integrated Submarine Imaging Systems (ISIS) Program. This includes the antenna assembly and internal hardware supporting the antenna assembly.Earlier, Mr. Halter• Supported system and sensor development for the AN/WLY-1 acoustic intercept receiver. As lead engineer for this effort, he successfully managed multiple subcontracts with a total subcontract value in excess of $400K. • Supported the AN/WLR-9 and AN/BQH-7 systems. For the AN/WLR-9, supported test installations aboard surface ships with the design and fabrication of unique sensor mounting hardware.
