The Chief Legal Officer (CLO) provides strategic leadership and legal guidance to FoundationCCC’s President/CEO, Board of Directors, and Executive Team, addressing a wide range of legal matters including risk management, compliance, contracting, governance, and employment law. The CLO provides strategic executive oversight over Legal Operations, Human Resources and Infrastructure Strategy departments, driving the development and execution of strategies that align with FoundationCCC’s goals. The CLO also serves in the role of Corporate Secretary. As a senior member of the Executive Team, the CLO plays a key role in shaping the organization’s strategic direction, collaborating with internal and external stakeholders, including the California Community Colleges Chancellor’s Office, to support FoundationCCC’s mission. This role requires strong strategic acumen, judgment, professionalism, and the ability to balance organizational, employee, and legal needs.

Andrea Meyer, JD, was appointed General Counsel and Corporate Secretary of the Foundation for California Community Colleges in 2016. Meyer oversees the legal and contracts team, manages outside legal counsel relationships, and provides effective guidance on general risk management, compliance, and legal liability. Her “get to yes” philosophy has expedited the Foundation’s ability to accelerate innovation at scale. Meyer previously served as the Foundation’s Staff Attorney and Contracts Manager. In both roles, her problem-solving skills and legal expertise helped both the Foundation and the California Community College Chancellor’s Office to expedite the handling of complex issues. Meyer serves as a business development partner in all facets of the organization through skillful risk analysis, contract development and negotiation, and compliance.
