As Huawei outsourced total Planning/Optimization on an A-Z contract, NGCo havebeen selected as one. My responsibilities is including to establish and organize bothplanning and optimization team and as the first step to handle them by myself becauseof lack of resource{ This project includes 2 different part:- Turn-Key A-Z project from getting Nominal Plan from MTN to get FAT for app.110 (on 2 parallel phases) sites in MTN region 4 of Iran- QoS Project including Optimization and reaching target KPI of newly on air sitesand all neighbour affected sites(about 50 sites){ Arranging RVT for new rollout sites and proposed the Hard and soft Parameters tomeet cell level KPI’s Target such as DCR, CSSR, SD Blocking, TCH Blocking, HOSR,MPD, TCH availability and satisfy the customer to be delivered to MS team{ Finalizing FAT report and maintaining the KPIs for 14 days to be able to the FAC{ Balancing Dual band 900-1800 traffic of the cells to improve the Efficiency of theSpectrum

• Planning and supervising vendors for Mobinnet Phase1 sites.• Drive test analyses for initial tuning.• Finding solutions for upcoming network’s end-to-end problems in associate with other relevant departments,• Testing CPEs and troubleshooting for vendor’s mobinnet customized customer interface softwares and any hardware related miseries.• Dimensioning calculations based on link budget and Traffic analysis to come up with estimated sites numbers• RVT test procedure definition for MTC sites and TSSR/RVT approval for Huawei sites • Create NCP and prediction map using Forsk Atoll software, Asset Enterprise and NetAct.• CW measurement and model tuning of WiMAX 3.5GHz of different type cities• Prepare Frequency spectrum survey scenario to find inter-tech interference. • Detailed RF Planning to provide optimal site selection based on coverage, interference & capacity studies using Atoll & ATDI• Managing Tasks and resources for MobinNet RF team including 6 RNP Engineers to supervise vendors.• Supervising Planning and initial tuning for MobinNet Phase1 for more than 500 Huawei BS whole over Iran.• Model tuning for 3.5 Tehran and Iran major cities in cooperation with vendors teams• TSSR , SARF and SAR evaluation and template preparation for vendors teams .

 Nominal Coverage and Traffic Planning for Dyarbakir, Urfa, Bengul and Turkey Eastern regions for Turk Telecom WiMAX Project Define Model tuning scenario for Huawei WiMAX 3.5GHz Setting up Atoll (U-Net) with database for Huawei WiMAX project , includes tuned parameter  Preventive and corrective optimization actions of azimuths and tilts, frequencies/scrambling codes, parameters and 3G features in order to optimize the coverage, traffic, 3G-2G HO behaviour, control the pilot pollution and SHO zones in Adana & Diyarbakir Region..  Monitoring 3G KPI by means of RRC connection setup rate, RAB Setup success rate for Speech, Video, PS and HSPA, CS AMR, CS 64, PS and HSDPA dropped rate. Parameters changes were done via Huawei 2G M2000 and CME for the 2G network. Analysing Call Drop, Neighbour Verification, RNC and Cell Level Parameter by Using NASTAR PSC modification and Neighbour re-tuning for 3G sites.

• Worst Cell KPI Observation for 600 Siemens and Alcatel sites in network• Drive test analysis of short call and long call drives during busy hour and non-busy hour, post-process analyzing using TEMS/ACTIX and BSS parameter adjustment based on it• Technical Site surveys and TSSR evaluation• New Site Planning for Macro, Underlay and In Building(Micro) coverage• Frequency planning , neighbor planning for new sites /sector expansions• Daily statistics monitoring and analysis, AMR traffic optimization, Single BCCH traffic optimization• Customer complaints handling for 2G and VIP customers• Maintain the GSM Radio network performance, such as: Accessibility, Retain ability, sustainability, Mobility, Coverage, Capacity and Service Integrity. Improve the main KPI, like : Call setup success rate, Call/SDCCH drop rate, Blocking rate ,SDCCH/Handover Success Rate, Location Update Success Rate, Paging Success rate

• Responsible for all TI issues, coordination between Operators (MCI/Taliya) and vendors (Siemens/Nokia/Ericson) and subcontractors to gain the optimum results.• BTS commissioning and BSS parameter settings for launched sites.
