* Head of Regulatory Services spanning Environmental Health, Trading Standards and Licensing operating within a JV partnership between Capita PLC (Re Ltd) and the London Borough of Barnet. * Profit centre manager for divisional profit & loss accounts comprising salaries, expenditure, guaranteed income and revenue target deliverables related to business case growth, transformation and commercialisation of services. * Delivery of growth through developing new and existing business cases, supporting local business case growth* Delivery of substantial transformation programmes for licensing and Land Charges for the 5 Councils Partnership involving shared service centres, integrating IT systems and TUPE transfer of staff from multiple councils. * Performance management and reporting, periodic returns, baseline calculations and service rectification/improvement plans

Operations management of both food safety and the health & safety services, comprising c.40 professionally qualified staff and managers.Responsible for a revenue budget of £2.4m including salaries and income target deliverables. Delivery of statutory inspections and investigations, infectious disease/outbreak control and accident investigations involving major and fatal injuries. Enforcement/litigation management.Provision of business support services and initiatives including local initiatives to drive up compliance, food safety/health & safety training and Primary Authority advice.Readiness & resilience for the 2012 Olympics: front-loading inspection programmes for hotels and high-risk food establishments, participating in emergency control exercises, operated extended shift patterns during games times and ran the Borough Olympic Command Centre (BOCC) as one of the duty BOCC Controllers during the Diamond Jubilee and 2012 Olympic Games.

A one-year position covering maternity leave. As the Head of the largest licensing authority in the country I ensured the delivery of Westminster's licensing service comprising applications under the Licensing Act 2003 as well as Street Licensing and General Licensing (includes: Massage & Special Treatment, the London Zoo, Poisons, Explosives and Gambling). I also led on the delivery of EH Consultation Team services which involved event management for medium and large scale events (e.g. Hyde Park Concerts).Responsible for a revenue budget of £5.4m including salaries, revenue maximisation and debt management. Took part in Fundamental Service Review to find savings and minimise waste.Lead for the transfer of previously outsourced services back in-house as a result of underperformance against contract. This involved contract monitoring, change process negotiation, TUPE transfer of staff & contract negotiations, physical relocation and change arrangements for IT infrastructure as well as internal process adaptations. Savings of >£100k pa realised from first year.

Responsible for the work of the Food Team, regulating 5,000+ food businesses in Westminster. Design & delivery of the inspection programme and reactive service. Taking/supervising enforcment action including emergency food premises closure, obtaining/executing warrants to force entry to premises, seizure & detentionand prosecuting offenders. Working with agencies such as FSA and Police to investigate food fraud.Responsible also for H&S including enforcement action to prohibit dangerous equipment and investigate serious offences - involved in the investigation of a deliberate asbestos release and a fatality involving a lift engineer.Co-led the response to the Alexander Litvineko incident which involved taking control of premises contaminated by Polonium whilst developing and executing a strategy to decontaminate / remediate them. This involved multi-agency partnership working across government and private sectors.Delivered Westminster's transition to Primary Authority resulting in over 21 contracts with large retailers, food businesses and service industry partners. Engagement with BRDO to develop a local authority process for transition and marketing the benefits of PA to businesses and local authorities.
