About Arnaldo Cruz

Arnaldo has more than 19 years of experience working with the government, private and non-profit sector. He has worked for the US Census , the Mayor's Office of Workforce Development in Chicago, and the Office of Management and Budget at Chicago Public Schools, where he oversaw the $530 million operations budget. He also served as Operations Manager at TransPar Group, a management-consulting firm, where he worked on implementing business process reengineering and information technology initiatives for school districts. In 2010, Arnaldo became executive director of Segundo Ruiz Belvis Cultural Center (SRBCC), the oldest Puerto Rican cultural center in the US. At SRBCC Arnaldo managed a major expansion, revitalizing the brand and significantly increasing programming and funding for the cultural center. In 2013, Arnaldo moved to Puerto Rico to serve as executive director of the senate Commission on Government Performance and Economic Development for the Puerto Rican Senate. At the Senate, he also served as Special Advisor to the Senate President on Budget Reform and Program Evaluation. In 2013, Arnaldo co-founded ABRE Puerto Rico, a local think tank created to provide reliable, trustworthy and accessible information to the citizens of Puerto Rico. At ABRE, Arnaldo developed the first Municipal Financial Health Index in Puerto Rico, aimed at ranking municipios using financial indicators. He also developed the first school performance index, ranking public schools based on various indicators. Arnaldo served as Director of Research and Analytics for Foundation for Puerto Rico. At Foundation, Arnaldo developed a new research unit to support the organization’s advocacy and policy programs. Arnaldo served as chairman of the board of the Puerto Rico Institute of Statistics and is currently Deputy Executive Director of the Oversight Board of Puerto Rico. He holds a Master’s in Public Policy from the University of Chicago.
