Nairobi, Kenya

In my most recent role at UNHCR, I coordinated efforts among UNHCR field operations across the Central African Republic, the Democratic Republic of Congo, Ethiopia, Kenya, Sudan, Uganda, and South Sudan to ensure a strong overarching vision and coherent engagement in pursuit of protection and solutions for South Sudanese refugees and internally displaced persons (IDPs). I collaborated with relevant national, regional and internal political, humanitarian, and development actors to steer efforts to mitigate further displacement, galvanise political engagement among national political actors, and mobilize additional resources. I paved the way for participation of South Sudanese refugees and IDPs across the region in the peace talks.𝗞𝗲𝘆 𝗔𝗰𝗵𝗶𝗲𝘃𝗲𝗺𝗲𝗻𝘁𝘀:● Ensured inter-agency coordination on response and contingency planning across seven countries in the region regarding the protection and the development of solutions for refugees and IDPs.● Advocated for additional resources and visibility for regional response, and advanced search for solutions for South Sudan Situation.● Promoted effective refugee participation in peace and national reconciliation processes by elevating refugees’ voices and promoting their visibility, raising them as stakeholders and agents of peace.

Bamako, Mali

During my role as Deputy Special Representative of the Secretary-general, Assistant Secretary-General, I addressed political and security issues and represented the UN through the Department of Political and Peacebuilding Affairs and the Department of Peace Operations during the Algiers Peace process (2014-2015). I Assessed and resolved multiple social, economic, and political challenges in Mali and strengthened roles of civil society for their effective participation in the implementation of the Peace Agreement. I Consolidated internal capacities of MINUSMA staff and local stakeholders, which resulted in deployment of MINUSMA officers in northern and central regions of Mali.𝗠𝘆 𝗠𝗮𝗷𝗼𝗿 𝗔𝗰𝗵𝗶𝗲𝘃𝗲𝗺𝗲𝗻𝘁𝘀 𝗱𝘂𝗿𝗶𝗻𝗴 𝘁𝗵𝗶𝘀 𝗿𝗼𝗹𝗲 𝗮𝗿𝗲: ● Led the UN Mediation Team during the Algiers peace process (2014-2015) and integrated contributions from all UN agencies in the UN recommendations for the Peace Agreement.● Contributed in the establishment of an inclusive platform that paved the way for political, constitutional institutional, and governance reforms to re-establish the rule of law and rebuild efficient justice and security systems following the 2015 Algiers Accords.● Administered 14,000 people including the entire administration, military personnel, UN police, civil affairs, and political affairs to assure operational efficiency in bringing peace in Northern Mali as Interim Special Representative of the Secretary-general (SRSG) and Head of MINUSMA (August 2014 to mid- January 2015).

During this role I developed trust and strong partnerships with government authorities, political stakeholders, and civil society actors following the post-electoral crisis to restore peace and security through military justice, human rights, and security sector reform (SSR). I reinforced rule of law in the country through joint work with the Conseil National de Sécurité, the UN SSR Working Group and the UN Peacebuilding Fund. I deployed the UN police country-wide to support the restoration of state authority and provide citizens and residents with a feeling of adequate protection from the State. I led the entire response process of UN funds, programmes, and agencies in the country to ensure coordination and implement a “One-UN” solution through rule of law, justice, security, and national cohesion.𝗠𝗮𝗷𝗼𝗿 𝗰𝗼𝗻𝘁𝗿𝗶𝗯𝘂𝘁𝗶𝗼𝗻𝘀 𝗶𝗻𝗰𝗹𝘂𝗱𝗲:● Restored and maintained rule of law while managing the post-electoral process, legislative and communal elections, and institutional reforms to strengthen national reconciliation efforts and the promotion of political dialogue at national and local level.● Assured implementation of human rights principles through joint work with the Dialogue, Truth, and Reconciliation Commission, the Ministry of Justice and other governmental institutions by restoring their governance functions.● Provided effective recommendations on security sector reforms and supported the development and the implementation of an inter-ministerial strategy for the army, the police, the gendarmerie, customs authority, and the Ministry of Water and Forests.

As Inspector General, on a yearly basis, I conducted worldwide inspections on the performance and quality of management of UNHCR operations in six large, three medium, and two small bureaux and at headquarters level in order to examine programmes led the previous year. I deterred fraud, abuse and improved efficiency of programmes and operations at global scale to ensure the integrity of the organisation and its accountability towards people of concern, host communities, donors, and other stakeholders through investigations, audit and evaluation activities. I conducted ad hoc inquiries worldwide on violent attacks on UNHCR personnel and operations, and other incidents which causes major loss/damage to UNHCR’s image, credibility or assets.𝗞𝗲𝘆 𝗔𝗰𝗰𝗼𝗺𝗽𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁𝘀:● Developed and implemented an innovative mechanism for UNHCR to ensure transparent inspection, investigation, evaluation, and audit.● Designed reforms and a comprehensive structure for UNHCR operations based on field-operation missions.● Introduced professional experts in inspection, audit, evaluation, and investigation processes to boost performance, achieve operational efficiency, and meet desired goals in the field and at headquarters.

During my role as Director, Division of Operational Services, I managed and coordinated UNHCR’s response worldwide by ensuring that UNHCR responds to new emergencies as they unfold, while continuing to consolidate emergency responses recently mounted. I facilitated deployment of central emergency capacities and technical support. I led timely and effective inter-agency response to refugee emergencies and delivered on the organisation’s cluster lead responsibilities in the context of other humanitarian emergencies.𝗞𝗲𝘆 𝗔𝗰𝗵𝗶𝗲𝘃𝗲𝗺𝗲𝗻𝘁𝘀:● Managed and led headquarters support to UNHCR’s operations worldwide, and particularly to the organisations’ flagship operations at that time (Iraq, Afghanistan, Colombia and Darfur) through programme and data management, emergency, stabilization efforts, technical support services, and the search for durable solutions for both refugees and internally displaced persons.● On behalf of UNHCR, contributed to the creation and progressive effectiveness of the Inter Agency Standing Committee with UN humanitarian agencies (including WFP, UNICEF, IOM, etc.) and implementing partners (such as OXFAM, World vision, ICRC, MSF, etc.) to ensure the effective distribution of roles and responsibilities, from emergencies to durable solutions (logistics, camp management, protection, food assistance, resilience, telecommunications, etc.).● Led the regionalization and decentralization process of UNHCR operational support centres around the world (Nairobi for Africa, Kuala Lumpur for Asia, Amman for the Middle East, and Panama for Latin America and the Budapest Support Office), with an aim to provide close assistance and the necessary support to field operations in terms of supply management as well as human and financial resources.
