NATO’s Joint Logistics Support Group coordinates complex, multi-national logistic requirements across the land, sea, and air to enable effective, efficient, and optimal support. When deployed, the headquarters is one of the first units to enter a crisis and one of the last units to leave.As the Logistics Director, I orchestrated strategic planning at the warehouse level for 5 major supply categories to support the needs of 75 NATO entities in Europe, North America, and Türkiye.With a team of 5 senior managers and 15 personnel, we anticipated, programed, implemented, and evaluated sustainment requirements across both the strategic and tactical level perspectives.One of my first projects was to establish working groups with service-specific experts – from the Navy, Army, Air Force, and Marines – and with stakeholder nations to identify storage and distribution gaps and to formulate a comprehensive logistics picture of pre-positioned NATO assets.I also drove sustainment logistics for the annual test of NATO’s regional strategic plan. For this major project, I led the efforts of a 30-member team directing actions of a 1,000-member supply battalion during the 19-day exercise. An important part of this test was capturing lessons learned to inform future strategic and tactical planning.To help shape future supervisors and managers, I prepared and presented a professional development curriculum for 2 week-long sessions on logistics best practices for 150 personnel from 10 nations.

NATO’s Communications & Information Agency is on the frontlines against cyber threats, protecting NATO’s networks 24 hours a day, seven days a week, to prevent debilitating attacks. To help NATO keep its technological edge, the NCI Agency works in partnership with industry, academia, and not-for-profit organizations.I was selected as the Director of Asset Management – a position normally held by a senior civilian – to drive strategic planning, policy development, and oversight of IT assets worth $250,000 at 29 NATO sites.My key task was to provide daily direction to manage asset utilization in collaboration with 8 service lines, 16 communication information system support units, and the Communication Information System Sustainment Support Center. Some of my projects included:✓ Identifying the need to overhaul an underutilized asset management tracking tool; after spearheading the development of a comprehensive database and effective asset management architecture; the agency was able to complete its first detailed inventory in 5 years.✓ Planning for the identification and appropriate disposal of 3,500 obsolete classified technology assets.During my tenure at the NCI Agency, I completed a 9-month deployment to Afghanistan, where I was tasked to manage an 8-member multi-national depot team providing full-spectrum logistics support for 2 sites. An important deliverable during this time was producing a plan to reduce, repatriate, and dispose of 600 tons of equipment and assets. I also synchronized across multiple functions to migrate network dependencies to the NOC at Kabul airport.

Diego Garcia, British Indian Ocean Territory

The US Navy Support Facility Diego Garcia – on an atoll of the Chagos Archipelago in the British Indian Ocean Territory, located 7 degrees south of the equator – provides logistic support to operational forces forward deployed to the Indian Ocean and Persian Gulf areas of responsibility.My duties were two-fold as I defined the long-term direction as well as daily priorities for a 14-member finance team (accounting, budgeting, travel, property, reimbursements) and for a 153-member supply team (ship’s store, galley, housing) providing services for installation with 2,500 personnel.A key aspect of this assignment was administering 27 programs for a base operations contract worth $55 million, including enabling the seamless transition between contractors for a $17 million contract that impacted 2,300 employees.I was also selected to serve as the acting executive officer – the #2 leader for this installation with 3,000 facility and ship-based personnel – for 60 days.In this role, I:✓ Processed 2,199 funding documents to support base operations.✓ Monitored 5,000 property items worth $791,000.✓ Managed the installation’s annual budget of $24 million and 30 reimbursable accounts with total authorizations of $427,000.✓ Prepared the annual housing budget averaging $561,000.✓ Formed a 5-year plan, including new furniture acquisitions of $100,000, to upgrade the lodging facilities.✓ Oversaw the error-free processing of 10 payroll periods for 90 personnel.✓ Prepared $264,000 in billing statements for 14 Department of Defense organizations for shipments, fuels, and hazardous materials disposal.✓ Ensured compliance with IT requirements by coordinating procurement of $124,000 in technology for 16 departments.✓ Implemented industry-proven solutions to optimize retail operations which increased profits to $2.5 million, which allowed the transfer of $200,000 for the installation’s welfare and recreation programs.

USS Mount Whitney – with 300+ crew – is one of two Blue Ridge-class amphibious command ships of the US Navy and is the flagship of the Navy’s Sixth Fleet.When I came aboard the Mount Whitney, I initially led a 9-member team. That later expanded to 23 when the administrative functions were added to my purview.My projects and deliverables included:✓ Managing the planning and movement of $25 million in mission-critical assets.✓ Procuring $5,000 in materials and supplies to meet shipyard maintenance milestones.✓ Directing the processing of 75,000 pounds of mail with no losses, including 4,000 pounds of postal effects from Aviano Air Base during 8 replenishment-at-sea events.✓ Guiding the preparations for an annual postal operations inspection; I led my team to identify gaps and implement improvements that boosted the audit score from 88 (pre-tenure) to 96.✓ Assessing the crew needs to update the ship’s store inventory; this increased transactions 62.5%, with $36,000 supporting the ship’s welfare and recreation programs.✓ Overhauling internal control procedures for 483 items in the ship’s store – worth $125,000 – to achieve 100% accountability.✓ Issuing 650 Navy Cash cards and tracking $50,000 in funds transactions. ✓ Coordinating the transfer of $98,000 in ship’s stores, barber supplies, postal effects, and disbursing assets to a berthing barge/barracks ship.I was also tasked as the ship’s financial auditor. In this role, I scrutinized the ship’s financial records, processes, and procedures and provided recommendations to the MWR manager, wardroom, and senior enlisted leaders. I also validated $10,000 in expenditures and $5,000 in collections for ship-wide events.

The Air Test & Evaluation Squadron (VX-1) assesses airborne anti-submarine warfare and maritime anti-surface warfare weapon systems, airborne strategic weapon systems, and support systems, equipment, and materials – simulating the challenges of an operational environment. Because the squadron is the interface between the development of new weapon and mission systems and subsequent introduction across the Navy, VX-1 is considered the squadron that “Does it First.”In my role, I directed the activities of 28 personnel managing financial, material, and logistical control for 15 airframes – including helicopters, UAVs, and AWACS – that were part of the 19 test programs.My financial responsibilities included $17 million in aviation fleet maintenance funds, $46 million in operational and flight hour funds – spanning 29 accounting classifications – and $25.1 million in support equipment inventory.On the comptroller side of my daily tasks, I led my team to process 1,500 authorizations and travel vouchers for 370 personnel with no discrepancies. I also monitored 320 purchase card accounts and reduced annual travel costs by $30,000 by standardizing procedures and enforcing policies that optimized scheduling, group bookings, and reimbursement request reviews.Because of the nature of the test programs, I led a special project to prepare and present hazardous material disposal training for 238 maintenance personnel to comply with installation, state, and federal regulations.

While serving with the USS George Washington, a Nimitz-class nuclear-powered aircraft carrier, I supervised 30 personnel who managed assignments for 400 lodging spaces, including 250 officer staterooms, as well as 75 personnel who were tasked to deliver support services in 3 retail outlets, 2 barbershops, 3 laundry spaces, and 6 storerooms.Highlights of my projects including:✓ Leading a project worth $125,000 to overhaul 125 staterooms.✓ Overseeing 12,000 hours of rehabilitation projects which saved the command $250,0000 for repair-related labor costs.✓ Liquidating $100,000 in unmatched expenditures for the ship’s store, generating $325,000 in retail sales – which enabled a contribution of $220,000 to the ship’s welfare and recreation programs.✓ Launching a snack bar concept that captured an additional $60,000 in monthly sales.
