I provided direct support to NAVAIR 6.7.2.3 under the Shipboard-Shore based Aviation Requirements (SSAR) contract, performing tasks related to the development, operation, evaluation, and improvement of the SSAR database system.

Was assigned to support the Naval Air Systems Command (NAVAIR) PMA-231 (E2-D) Software Integrated Product Team (IPT) where I provided program analysis, system requirements documentation verification and program planning.

Was assigned to the Commander, Naval Installations Command (CNIC) iShore project team to assist in the performance of initial systems requirements analysis, business process mapping and assisting with overall governance requirements. Performed requirements analysis, working with the CNIC customer to define collaborative workspace requirements and successfully translated them into system level requirements for implementation.  Researched and documented customer business processes, creating process maps and finally analyzing them for improvement/efficiency opportunities. Managed a team of software applications developers who provided “quick fix” solutions in the customer’s existing Microsoft SharePoint implementation.  Conducted company market research and analysis on NAVAIR SeaPort-e contracts, creating an internal product for senior management to assess business opportunities and assisted with bid and proposal efforts in support of NAVSEA/NAVAIR solicitations, vetting personnel qualifications and resource requirements.

Provided operational and contractual oversight of existing contracts with NAVAIR programs at several PMAs including; PMA-257 (AV-8B Harrier Support), PMA-260 (Aviation Support Equipment), and PMA-299 (H-60 Helicopter Program).  Acquired strategic alliances and teaming agreements with several companies in the area and worked diligently to promote NetStar-1’s capabilities and stability. This resulted in: Successful recompete of our PMA-260 contract Inclusion of NetStar-1 on a team that was selected for sole source award on the NAVAIR 4.2.3 EVM Support IDIQ contract. Enhancing NetStar-1’s corporate image and reputation in the Patuxent River NAS area. Validated and compiled NetStar-1’s past performance data during SeaPort-e rolling admissions which was publicized for statement of work qualifications and potential customers. Established and managed operating budgets, tracked expenditures, provided Level of Effort (LOE), Estimate at Completion (EAC) and pricing data, expediting the company’s response to financial data requests from NAVAIR.  Served as customer interface to Contracting Officers Representative (COR) and Prime Contractors, providing very effective liaison with our various customers to address programmatic, contractual and performance issues on contracts. Actively managed cross functional teams of systems engineers, acquisition specialists and other subject matter experts providing technical services to several NAVAIR clients, ensuring timely submittal of monthly reports and other Contract Data Requirements List (CDRL) items, while being accountable to corporate for profit and loss, and maintaining the revenue goals of the Patuxent River Division averaging $1,800,000.

Provided technical and programmatic support to SPAWARSYSCEN’s FMS case for the Royal Saudi Naval Forces (RSNF) C4I Program, while overseeing SAIC’s Task Orders with a contract value in excess of $2,000,000. Developed course outlines and overall requirements for a C4I Officer Training Program that resulted in: Award for full scale course development, creating additional revenue for SAIC and Improving the company’s competitive advantage in future CONUS tasking on the overall RSNF Program Served as SAIC’s Program Manager for task orders supporting the RSNF C4I Officer Training Program while leading the curriculum development and laboratory buildup efforts of a multi-contractor environment. This resulted in a very cohesive and motivated team able to deliver superior products and a key functional training asset. Conducted technical and operational assessments for SPAWARSYSCEN in support of the RSNF and other FMS customers, researching and defining technological improvements as well as system related issues which increased interoperability with the US Navy and its Gulf Cooperation Council (GCC) allies. Reviewed and contributed to the development of migration and implementation plans, test and evaluation plans, and systems requirements documentation while attending various working groups which increased SAIC’s involvement in the technical direction of the overall program, provided a higher level of technical support to the SPAWARSYSCEN COR/ACOR and facilitated expedited deployment of systems, subsystems, and equipment to the RSNF customer. Provided cost estimation and resource allocation data (i.e., LOEs, BOEs, EACs) to support assigned and anticipated tasking, attended team lead program meetings, prepared monthly reports and served as the focal point on technical, programmatic and contractual issues to support program implementation and sustainment of RSNF assets.

Provided system and field support as a C4I Operations Analyst and Trainer for the Royal Saudi Naval Forces (RSNF) C3 Upgrade Program in Saudi Arabia. • Expertly provided operational and system support for the initial VAX/VMS based RSNF system and subsequent upgrades (i.e., JMCIS, GCCS-M, MPS, NAVMACS/DCCS and Link-11). • Performed systems testing (i.e., functional, performance, formal acceptance), quality assurance and data/configuration management functions; developing test plans, procedures and reports, reviewing and updating technical system documentation, writing, verifying and resolving Program Trouble Reports (PTRs) and supporting Engineering Change Proposal (ECPs) activities, which contributed to multiple successful software releases and system upgrades. • Provided systems administration support for UCC Riyadh, maintaining effective operation and maintenance of fielded and evaluated C4I systems, enhancing system availability, ensuring a Common Operational Picture (COP) and significantly reducing downtime of assets. • Routinely conducted technical and operational assessments, developed white/point papers and briefed senior RSNF and USN personnel with findings.• Served as SSC Training Manager; providing oversight of training activities at all UCCs and US Navy sponsored pipeline training which contributed to successful training evolutions and a greater degree of control for the RSNF.• Conducted C4I operations and technical training to officer and enlisted personnel, developed course curriculum and performed job-task analysis which greatly enhanced the operational effectiveness of the RSNF Underground Command Center (UCC) mission.
