During this tenure, I provided accounting, tax, audit, and business consulting to a variety of clients, mainly in the services industry. As well, I aided clients in all aspects of full accounting cycles and financial management and,. In addition, assisted with typical company compliance issues and demands of local agencies.Selected Contributions:• Delivered high-end support to local firms with the quality control system’s monitoring process.• Prepared financial statements for various government instrumentalities.

In this role, I supervised over 30 employees distributed across 4 subdivisions. Along with this, I Planned and executed the preparation and issuance of the Commonwealth Financial Statements for the fiscal years 2017 and 2018. In addition, I was responsible for dealing with complicated accounting issues, including the implementation of new accounting pronouncements, voluntary termination benefits, analyses of complex transactions, derivative transactions, proper accounting and disclosures of investments, net pension liability, fiduciary funds, postemployment benefits other than pension (OPEB), intangible assets, refunding of debt, and critical reading of financial statements. In addition to the above, I made significant revisions to other analyses and estimates, including those related to net pension obligations, voluntary termination benefits, long-term debt refunding, income tax receivables, allowances for receivables, income tax refunds payables, impairment analysis for long-lived assets, and derivative instruments.Selected Contributions:• Ensured compliance with newly enacted local and federal laws by analyzing impacts of proposed local laws and implementing regulations.• Supported the Internal Revenue Area in the implementation of collection platform SURI (“Sistema Unificado de Rentas Internas”) and application of accounting policies and integration with the General Ledger (PRIFAS) among others.• Oversaw efforts to modernize the Enterprise Resource Platform (ERP), to consolidate, streamline, and modernize agencies’ financial systems under one unified Central Government platform aimed at increasing timeliness, transparency, and reporting capabilities.

Here, I led and mentored the staff of 45 employees, distributed within 6 subdivisions. In addition, I oversaw managing and projecting the cash of the central agencies of the Government of Puerto Rico (hereinafter "GPR"). Another important duty was to provide guidance to the Treasury Secretary on matters related to fraud prevention, disbursement and collection methods, financial planning and reporting, and liquidity management. Along with this, I took the initiative to analyze Treasury's operational procedures and match them up with the demands of the impending ERP installation to ensure smooth continuity and tradition. As part of the ERP deployment, I also took part in gathering requirements and designing a Treasury module. As well, I oversaw the transfer of the department's electronic benefits transfer agent from the Government Development Bank. Selected Contributions:• Strengthened relationships with local banks and established a program of allocation of excess deposit with keen focus on maximizing interest income on excess cash balances within bank constraints, minimizing disruption from large deposit movements, and maintaining operational stability ("Working Capital").• Implemented a centralized agency collections module to create managerial supervision and financial responsibility over the collections of 75 core government agencies.• Executed the contract adjustment between COFINA, Popular Bank of Puerto Rico, and the Department to disburse sales tax payments once PROMESA's Title 3 Proceedings of the COFINA Bond were completed.• Established the most efficient banking structure, banking services, and effective integration into the ERP system for the agencies under the legal authority of the Department of Treasury, lead efforts to create an inventory of bank accounts (+1,600) for the entire GPR and assist Component Units in achieving the same efficiencies.

Here, I contributed to the improvement of cash and liquidity reporting to the Fiscal Oversight and Management Board, the public, and the Government's financial advisers by reporting transactions in a more thorough, timely, and frequent way. Moreover, I coordinated the Department of Treasury's FEMA claims process in the wake of Hurricane Mara. I was also responsible for supporting the Assistant Secretary of the Treasury Area's day-to-day activities.Selected Contributions:• Implemented process improvements for the reporting and collection processes with the IT department and banking institutions.• Cultivated and maintained solid professional banking relations to streamline ongoing operations and procedures.

In this role, I was responsible for the entire accounting cycle for the company and its three related entities, including the preparation of a comprehensive reporting package for management, lenders, and governmental agencies. Along with the above responsibilities, I also compiled data and created financial planning and analysis for the various divisions of the business, including price budgets, budget to actual analysis, and cash flow estimates.Selected Contributions:• Addressed and resolved tax related matters including income tax, exception decree with PRIDCO, Sales tax, volume of business, etc.• Engaged in the preparation and discussion with management of the monthly analysis of international operations.

Under my capacity as an Audit Manager, I engaged with a variety of public and private clients in Puerto Rico and throughout the firm’s East region. Moreover, I worked on projects related to initial public offerings. Furthermore, I participated as a facilitator in a variety of live and virtual trainings that were held both locally and nationwide.Selected Contributions:• Acquired technical expertise in a variety of fields, including manufacturing, healthcare, utilities, hospitality, and retail, as well as the public sector (such as State and municipal governments and Circular A-133), while conducting audits in accordance with PCAOB or AICPA criteria.• Served as a senior auditor for the audit of the Commonwealth of Puerto Rico for three fiscal years.• Functioned as a member in the PCAOB Audit Performance Coaching Program for Deloitte member firms run by Deloitte Touche Tomatsu Limited.
