Project scope includes Ethylene Cracker Unit./HDPE Plant, LLDPE Plant, Py-Gas /MTBE/ NGLC2+ (FEED) Extraction unitProvide direct oversight and guidance to a team of 68 HSE employees (HSE Inspectors, Administration, Medical Clinic, ERT Team) for a project peak manpower of 11,000+ consisting of a multicultural workforce predominately Chinese, Bengali, Hindi, Pakistani and Arabic.Manage and execute project HSE management systems.Coordinate with EPC contractors, sub-contractors Construction/HSE team members to execute Project HSE deliverable. Coordinate "live asset work" activities inside Orpic’s existing assets (Brownfield) including refinery, Aromatics and PP units.Coordinate 90 day look ahead to ensure HSE required mitigation measures are captured in the sequence of work activities. Project scope was an 82,000 BPD asset incorporating included crude distillation, vacuum, isomerization and Coker facilities Provide PMC oversight and guidance to a team of 200+ HSE employees HSE Inspectors, Administration, Medical Clinic for a project peak manpower of 13,000+ consisting of a multicultural workforce predominately Taiwanese, Bengali, Hindi, Philippine, Pakistani and Arabic.Coordinate with EPC contractors, sub-contractors Construction/HSE team members to execute Project HSE deliverable. CBI/LUMMUS – SAUDI ARAMCO SHELL REFINERY ULSD, Kingdom of Saudi Arabia 2008-2010A $600 million major expansion and refit project for a large refinery facility including ground-up construction of a new refining unit and modernization and complete overhaul of existing facilities.Health, Safety, Security, & Environmental (HSSE) Site ManagerManaged 5 Safety Officers for CBI directly and 60 personnel from the sub-contractor’s staff through an internal HSSE Manager; evaluated and documented performance to ensure proper training and standards.Spearheaded this project successfully, resulting in $2 million in bonuses stemming from safety performance and achieving 12 million man hours with no lost-time incidents through project completion.Awarded recognition as an outstanding HSSE Manager from a major Saudi client.Analyzed all accidents, incidents, and near misses to gain full understanding of any potential safety issues.Pioneered an innovative Emergency Evacuation Plan for preparation and response to terrorist activities
