While exploring the challenges of everyday scenarios, it quickly became apparent to both gentlemen that there was a lack of an overarching strategy that addressed this complexity. A strategy was needed that encompassed the entire mobility ecosystem and all its layers to strengthen the system.By mapping out the various components, the concept of vertical integration, one of the pillars of DronePort, was soon realised. Collaborating with a multitude of stakeholders highlighted the critical need for developing solutions for the port, city, and airport. In the Rotterdam region, it is vital that these hubs collaboratively develop crucial infrastructure, enabling autonomous uncrewed assets to integrate into the mobility and transport system.DronePort Rotterdam envisions a future where the integration of drones and other autonomous and uncrewed systems into the European airspace is not just a possibility, but a reality that drives economic growth, ensures safety and security, and promotes sustainability. Europe focuses on a twin green and digital transition, DronePort Rotterdam positions itself as a key-enabler of this transformation, harnessing the capabilities of autonomous and uncrewed assets to expedite the decarbonisation and digital transformation of the comprehensive transport and mobility system.

INSPIR8ION has joined the EIT Urban Mobility network as member of the Special Interest Group on Urban Air Mobility. FLYING FORWARD 2020Creating the 21st Century Spatial EcosystemFlying Forward 2020 is a three-year collaborative research project that will develop a new Urban Air Mobility (UAM) ecosystem aligned with the Digital Government Transformation (DGT) of European countries, which focuses on incorporating Urban Air Mobility within the geospatial data infrastructure of cities. Building and incorporating all related data from UAM infrastructures and operations within the digital infrastructure of cities will allow helping society to fly forward in a safe, secure and effective way. This will make life easier, cheaper and provide more opportunities by getting products faster and more efficiently across Europe.FF2020 offers an entire state-of-the-art geospatial UAM ecosystem which includes a governance model and framework (interoperable and scalable); regulatory framework (machine readable and executable); geospatial digital infrastructure (technology agnostic digital toolbox); Identity of Things Scheme (identity framework for operators, drones and authorities); and interoperability frameworks (technical, semantic, legal, policy and organisational) – which fully comply with existing EU-regulation and yet challenges these regulations by providing new insights.In my role as Impact Coordinator I am responsible for Work Packages 3 and 7 and the exploitation of the project's resultsFor more information go to: www.ff2020.eu

However, limited resources, legal and governmental barriers, technological skills shortage, lack of common methodology and innovation potential prevent or hinder the large upscale and uptake of those solutions - such as interoperable digital platforms and services - in Europe, preventing citizens to benefit from more innovative, high-quality and cost-effective services.To fill this gap, EUROCITIES launched the Knowledge Society Forum (KSF). Joining forces with the European Commission, member states, the European Committee of the Regions and the main organisations and networks of cities to boost sustainable digital transformation in cities and communities in the EU and develop of a methodology to scale existing digital solutions between cities. We call this the KSF LAB. In 2020 the KSF LAB launches its first pilot project: The Citizen Card.The project is aimed at developing and scaling up the Zaragoza and Gijon’s models of a citizen card as instrument for cities to provide inclusive digital solutions to their citizens. The card is a scalable solution which enables the city and businesses to add extra services on the ‘platform’. De eilanden Bonaire, Sint Eustatius en Saba (Caribisch Nederland) zijn sinds 10 oktober 2010 als openbaar lichaam onderdeel van het Nederlandse staatsbestel. In Caribisch Nederland wordt - naar het voorbeeld van de Gemeentelijke Basisadministratie Persoonsgegevens (GBA) in Nederland - een geautomatiseerde bevolkingsadministratie bijgehouden, waarbij van iedere ingeschrevene gegevens worden vastgelegd op een persoonslijst. Ook op Curacao, Sint Maarten en Aruba (de andere Caribische landen) wordt de bevolkingsadministratie volgens dezelfde methodiek bijgehouden. Dit systeem staat bekend als Persoonsinformatievoorziening Nederlandse Antillen en Aruba (PIVA). Sinds 10 oktober 2010 geldt voor Caribisch Nederland de verplichting om gegevens te verstrekken aan overheidsorganen buiten het openbaar lichaam. Voor de andere Caribische landen geldt dit nog niet. De NVVB werkt samen met de eilanden om de benodigde ontwikkelingen, zoals het realiseren van een adequate gegevensuitwisseling binnen en buiten het Caribisch gebied en het realiseren van een basisregistratie Personen mede vorm te geven. Tijdens het twee keer per jaar georganiseerde PIVA-platform (overlegstructuur tussen Carabisch Nederland, de Caribische landen en Nederland) worden de relevante ontwikkelingen op het 'Burgerzaken" terrein besproken.

Ook kennisontwikkeling, informatiedeling, innovatie en verbinding zijn belangrijke doelstellingen van de NVVB. Vanuit haar expertise adviseert de NVVB haar leden over persoonsinformatievoorziening, identiteitsmanagement, daaraan gerelateerde dienstverlening en verkiezingen. Daarbij vormt de praktische uitvoering van beleid en wet- en regelgeving één van de belangrijkste uitgangspunten. Door het organiseren en faciliteren van netwerken, bijeenkomsten en congressen draagt de NVVB proactief bij aan actuele beleidsontwikkelingen in het vakgebied en het betrekt het haar achterban.De NVVB opereert in het veld van samenwerkingspartners waar verschillende ministeries belangrijke gesprekspartners zijn en uitvoeringsorganisaties die werken op terrein van persoonsregistratie en gebruik maken van persoonsgegevens eveneens gezien worden als belangrijke sparringspartners. De rijksoverheid ziet de NVVB als de ketenpartner op het gebied van Burger- en Publiekszaken. Bovendien onderhoudt de NVVB nauwe contacten met de VNG, KING, VDP en andere gemeentelijke beroepsverenigingen.Netwerken, Verbinden, Vernieuwen en Belangen behartigen staan voor de NVVB in 2013 centraal.Door slim samen te werken, goed te luisteren naar de achterban, vernieuwingen door te voeren waar nodig en de belangen te behartigen op het hoogste niveau tracht de NVVB haar rol optimaal te vervullen.Op basis van bovenstaande en gelet op de noodzakelijke veranderingen, wil de NVVB in 2013 meer actieve leden werven, het landelijk opleidingsniveau verhogen, expertise bundelen, jongere generaties betrekken, het politieke netwerk uitbreiden, expertisemiddagen/masterclasses organiseren en ledenraadplegingen houden om de vereniging verder te versterken.

Zoals bekend bevinden jonge ambtenaren (leeftijd tot 35 jaar) zich in een tegenstrijdige positie: er staan op korte termijn banen op de tocht, maar op de langere termijn heeft men binnen de overheid weer mensen nodig. Organisaties in het openbaar bestuur zijn op zoek naar mogelijkheden om jongeren nu en in de toekomst aan zich te binden en boeien. Het programma ‘Beter werken in het openbaar bestuur’ wil graag oplossingen aandragen om jongeren te behouden voor de publieke sector. Regelmatig wordt de wens uitgesproken om meer interbestuurlijk te gaan werken, om over grenzen heen te gaan en zodoende meer van elkaar te kunnen leren. Daarnaast is er de wens om flexibeler te gaan werken, inspringen op pieken en dalen, zodat personeelsinzet een stuk efficiënter wordt. Poolvorming van jong talent uit verschillende overheidslagen zou een zeer goede manier zijn om bij deze wensen aan te sluiten. Doel van de interbestuurlijke pool is vooral om jongeren die al werkzaam zijn bij de overheid te behouden en hen een baan/functie/opdracht te bieden.
