Provide leadership and guidance to organizations in need of a temporary or long-term Chief Information Officer due to budget constraints or staffing transition. As a virtual CIO, contribute to the profitability and technology management of a company’s leading-edge IT oversight, troubleshooting resolutions and implementation of new technology. Help companies develop a DR and Business Continuity plan by providing a comprehensive assessment of IT systems’ structure and performance in relation to business goals. Help companies develop a strategic IT plan consisting of recommendations to the IT structure, staffing projections and operating budgets.

Provide operations analysis by meeting with senior management to discuss business goals and operational struggles, resulting in a structured plan to improve IT management and daily operations. Provide an independent perspective and useful insights into managing ongoing IT operations in conjunction with strategic initiatives and overall business capabilities.

Direct supervisory responsibility for the major operating units of MU such as Alumni Memorial Union, Book Marq (Follett College Stores), Campus Auxiliaries, Facilities Services, IT Services, Public Safety, Office of Sustainability, University Architect, and University Dining Services. Managed a $41.6 million operating budget, a $6.3 million revenue budget, and a capital budget of $6.8 million. Operated a division that has 500+ employees and 150+ vendor employees. Chaired the committees of Campus Facilities Master Planning, Real Estate Scanning and University Policy and Procedures. Was a member of the University Leadership Council, Capital Planning, and Budgeting Committee and the Risk Assessment Committee.• Provided effective oversight on all major building projects on campus ($350+ million total) including the Eckstein Hall law school, Zilber Hall, a new engineering school-the Discovery Learning Center and the $30 million renovation to historic core of the university (Sensenbrenner Hall, Johnson Hall and Marquette Hall). Led real estate acquisitions and development of seven land parcels including a multi-parcel assembly for the new engineering building. Collaborated with Public Safety and IT Services to build a state of the art Command Information Control Center that leveraged video technology as a force multiplier for the department of public safety. Installed the infrastructure to control a multifaceted system that operated over 700 cameras and 450 blue light phones. Upgraded the communications radios system to a 400 MHz system in compliance with federal guidelines. Established a critical incident management system for the university that incorporated a wide array of communication and electronic tracking; eventually converted the system to NIMS Developed a retail program that brought new dining offerings to students and integrated off campus dining with on campus meal plans to enhance offerings and increase revenue.

Comprehensive responsibility for all academic and administrative computing on campus. Chaired Strategic Technology Advisory Council, a committee of faculty, staff and students of the university charged with providing counsel and direction on university technology related matters. Successfully established a comprehensive campus card program, in conjunction with the Director of the Alumni Memorial Union to dramatically increase safety and security while providing additional services and conveniences for students and staff. Led the major expansion of the university’s data network and replacement of a 10,000+ line telephone system with the universities first ever on campus telephone switch. Stabilized the university’s antiquated and patch worked e-mail system by converting from a freeware product to Microsoft Exchange with minimal university wide disruption. Developed and implemented the plan to over haul / replace of all major university software including fundraising, financials, payroll and student information system to dramatically increase efficiencies and accuracy. Played a key role in implementing change to provide new and expanded services to the university community. Critical to this effort was the adoption of standards, development of corporate partnerships, and reaffirmation of a commitment to quality service.

Created the IT department and built the college’s first data center and computer lab. Was responsible for the planning, budgeting and the day-to-day operations of the campus-wide information network. Directed combined budgets in excess of $840,000 with a staff of seven professional, one clerical and 14 part-time student employees. Oversaw all telephone and telecommunication contracts, services and equipment. Successfully established the college’s first college-wide security and administrative planning committee. Instrumental in securing a National Science Foundation grant to install the Internet connection for the College, and oversaw the installation and implementation of Internet on campus. Coordinated the training of faculty and administrators on the use and capabilities of the Internet. Developed and implemented an outreach program for area high school students “linking” them to the College. This program was then expanded to area municipalities and other organization, establishing the College of St. Francis as a leader in education and technology. Served as the college’s representative to the Telecommunication Committee of the South Metropolitan Regional Consortium of Higher Education, serving as chairman of the Committee and later as the Consortium’s representative to the State of Illinois’s task force on telecommunication. Designed and implemented the consortium’s video network for distance learning and establish protocols that provided 97% uptime for classes.

Evaluated, selected, supported and installed system software, after market software and applications software packages. Generated, fine tuned and established guidelines for such systems as VM, VSE, CICS, ICCF, Smart, ABEND Aids, DYNAM-t and Jasper. Supported operation and application programming staffs. Assisted in file conversion and telecommunication support. Provided assembler coding as needed. Worked on IBM 4341, IBM 370/1xx, Novell, UNIX, MS-DOS, Windows, IBM DOS/VS/VSE. The data center supported six hospitals and numerous nursing homes. SACOR (formerly FACTS) was a division of Franciscan Sisters Health Care Corporation.

Installed and maintained IBM operating systems DOS VS/VSE, ICCF, ETSS, CICS. Converted online system from Betacom to CICS. Provided project design and development. Implemented project control, online real estate system, circuit court small claims system, circuit court alimony and support system, sheriff process and warrants system, UCR reporting, bureau of identification system and install IBM BASIS package (municipality accounting). Provide coding in assembler, COBOL and RPGII. Worked on IBM 370/1xx and 4341 systems. Supervised operations staff.

Performed backup of all data stored onsite. Initiated JCL to control applications on IBM mainframes 370 1xx and 4341's. Monitored operations of mainframe systems. Provide coding and changes to RPGII applications.
