GTTN, originally established in 2013, was associated with the National University of Science and Technology (NUST), and shifted to the Commission on Science and Technology for Sustainable Development in the South (COMSATS) in 2017. Research on national development agenda, regional and international cooperation, and issues relating to improving the quality of higher education.Independent research on strategic issues and challenges that are being faced by Pakistan to provide input for long term development of the country, including professional linkages with global think tanks to enhance development, peace, security and cooperation in the region.

Recently prepared a paper on " Ethics Capacity Building for Sustainable Development" for onference organized by COMSATS.

The World Bank, AusAID and WSP are carrying out a Water Suply and Santation Sector Study for Pakistan under the auspices of the Planning Commission. Participated in the workshops of the study and Chaired Panel discussions leading to finalization of the recommendations.

Was the overall in charge in over 16 different areas of administrative services, including transport and communications. A medium-term development plan was developed, with annual retreats, external and internal outreach programs, characterized by a high level of client orientation and extensive communications with the staff and client departments, including the development of a website. Efficiency and productivity was enhanced including streamlined business processes, benchmarking of services, and enhanced cooperation with resident missions. In December 2003, ADB became the 1st multilateral development bank (MDB) to be ISO 14001 certified. With this certification and improved management, the department was awarded the President's Award. A landmark study on training needs assessment was carried out leading to a highly efficient department with increase in productivity and client orientation.

As DDG, took the lead in the development of policies and programs in Southeast Asia, including Indonesia and the Philippines. This included country strategy studies, country assistance plans, and quality assurance of new projects as well as monitoring of the implementation of ongoing programs in the whole range of sectors including trade, transport and communications, infrastructure, social sectors, and agriculture.

Was in charge of the largest urban development division in ADB, and was recognized for providing technical leadership in urban development both in ADB and at the international level.Represented ADB internationally in various expert group meetings and international conferences.Presented papers on trade and transport, poverty reduction, urban environmental management, promotion of public-private partnerships, promotion of sound urban governance and capacity building for strengthened urban management. Developed the water supply and urban development program in the People's Republic of China, Indonesia, Philippines, Mongolia, Uzbekistan, Kazakhstan, and the Kyrgyz Republic. Developed the urban strategy of ADB in 1998. Organized landmark publications and regional technical assistance activities including megacities management, urban infrastructure finance, networking and cooperation in the development and management of cities, urban governance and capacity-building, public-private-community partnerships in urban services for the poor, urban indicators for managing cities, Asian mayors conferences, and build-operate-transfer in the water supply sector. Prepared a series of urban and water supply sector profiles for several countries. Conducted studies on housing finance for the urban poor, urban development in a decentralizing environment, urban wastewater management strategies, and strengthening of urban solid waste management. Key projects in China in the urban sector included the multi-billion dollar Suzhou Creek Environmental Rehabilitation Project in Shanghai and Tianjin Wastewater Treatment and Water Resources Protection Project. Similarly, the Pasig River Environmental Management and Rehabilitation Sector Development Program was developed for Manila. In Indonesia, a large community and local government sector development program was developed to deal with the after-effects of the financial crisis of 1997.

During this period of about 12 years, worked as mission leader on water supply, urban transport, urban and regional development projects, including lending operations and non-lending activities, including strategic planning, programming, and technical assistance activities covering, among others, capacity building and policy development. The operational work related to several Asian countries including Bangladesh, India, Indonesia, Malaysia, Nepal, Pakistan, Singapore, and South Korea. Most of the loan projects processed included considerable policy dialogue, policy analysis, and institutional and financial development of the sector agencies. Several urban poverty studies were carried out, institutional strengthening activities undertaken, and land development controls and procedures refined. An integrated approach for urban infrastructure development was also initiated. As the urban environmental resource person, formulated several innovative environmental management programs for urban areas. Developed the first generation tourism infrastructure development projects of ADB. Also administered a large portfolio of loan and technical assistance activities and carried out extensive reviews of on-going projects. Acted as officer-in-charge of the division in the absence of the director and assisted in interagency liaison, development of regional seminars and conferences.

Prepared long-term, medium-term, and annual plans and programs, and appraised projects relating to basic development, housing, urban development including urban transport, tourism, rural development, water supply and sanitation, local bodies, and regional planning and development.Developed schemes for slum improvement, low-income housing, and community and NGO participation. Contributed to the design of the 1980 National Housing and Population Census. Also coordinated the International Drinking Water Supply and Sanitation Decade programs.Contributed substantially to the Fourth and Fifth Five-Year Development Plans in areas relating to housing, tourism, urban and rural development and regional planning. Also appraised engineering, building, and planning aspects of all development projects.

Coordinated all provincial economic development plans and programs, monitored progress of ongoing projects, appraised new projects, and coordinated external assistance programs.Developed a computer-based progress reporting system and contributed substantially to the publication "Punjab Economic Review and Prospects".Led government team in negotiations and presentations to donor agencies.
