Counsels and provides guidance to clients as they acclimate to the Mission’s recovery and rehabilitation program.Manages caseload of approximately 16 clients (depending on census).Assists in Intake screening and referrals, as needed. Interviews clients with problems such as personal and family adjustments, finances, employment, food, clothing, housing, and physical and mental impairments to determine nature and degree of problem. Secures information such as medical, psychological and social factors contributing to client's situation, and evaluates these and client's capacities. Counsels clients individually or in other small groups regarding plans for meeting needs, and aids client to mobilize inner capacities and environmental resources to improve social functioning. Helps clients to modify attitudes and patterns of behavior by increasing understanding of self, personal problems, and clients' part in creating them. Refers clients to community resources and other organizations. Compiles, maintains, records and prepares reports. Create and implement an individual treatment plan for each client on caseload. Collaboration with therapists and/or psychiatrists may be required. Performs residential manager duties when needed (i.e., dispensing medication, monitoring meal times, etc.). The local health department’s subject matter expert in public health emergency preparedness and response, responsible for the development and maintenance of emergency response plans, as well as the training of health department staff and community partners in those plans and procedures. Conducts exercises and evaluations of the health department’s emergency preparedness plans, and refines those plans accordingly. Develops and maintains relationships with local, regional, and state level organizations to ensure a more effective response to an emergency.

Responsible for the implementation of the disaster services program. Leads and manages a primarily volunteer team responsible for the implementation of disaster preparedness, response,and recovery programs in the local area. Ensures the development of Disaster Leadership Volunteers in each of the program support functional areas of the disaster cycle in order to meet the needs of the territory, region, state and division. Operates as a part of the Disaster Management Cycle processes. Responsible for local preparation, response and recovery management as well as management of government partnerships with assigned territory.

Provide overall administrative leadership and direction to Disaster Preparedness/Response, Community Disaster Education, Service to Armed Forces (SAF), and International Services (IS) programs. Responsible for providing direction in disaster preparedness activities to include planning, instruction, training, coordination and development of paid and volunteer staff.
