Worked as Senior Procurement Specialist with LINPICO Sarl, France for an assignment with National Procurement Authority, Office of the President, Government of Afghanistan, Kabul. National Procurement Authority is the centralized body entrusted with the responsibility of formulating policies for public procurement, regulating public procurement function and facilitating procurement from planning to contract award and monitoring for different line Ministries of Government of Afghanistan. The activities included procurement advice in cases of procurement of Goods, works, non consultancy and consultancy services pertaining to different line Ministries following World Bank/Asian Development Bank/other donor agencies/Government of Afghanistan procurement guidelines.

Delhi

Led all procurement activities for TCSP (Technology Center Systems Program) of Ministry of Micro, Small and Medium Enterprises (MSMEs), Government of India. It is a USD 400 million project having a component of USD 200 million funded by IBRD. The Program’s Development Objective (PDO) is to enhance the productivity and competitiveness of MSMEs by improving their access to technology and business advisory services as well as skilled workers through systems of financially sustainable Technology Centers. The program includes up gradation of 18 existing Technology Centres (TCs) and setting up of 15 new TCs. The program involved procurement of Consulting firms such as Construction Management Consultant, Technology partners; construction works of new TCs and a large number of Machines and Equipment for existing and new TCs following World Bank procurement guidelines. EY LLP is the Project Management Unit for the Program.

Nf Railway, Rail Coach Factory And Nc Railway

Headed procurement functions at North Central Railway (NCR), Rail Coach Factory and Northeast Frontier Railway (NFR) organizations of India Railways. The activities included procurement of Capital Equipment, raw materials and spare parts for production of Railways coaches of more than 30 types (at RCF) and for maintenance of rolling stock viz. Diesel locomotives, Coaches & Wagons, Signaling & communication Equipment and other Railway infrastructure, works and services while working on NCR and NFR. Functions included planning, budgeting, formulation and implementation of procurement policies, guidelines and procedures including system improvement. Overall administrative control, selection of personnel for various procurement positions, evaluation of training needs of Procurement officers & staff and organizing their training in house and by deputing them to outside organizations.

Gurgaon, India

Headed the Division handling procurement for the projects funded by World Bank for various Ministries of Government of India. The projects included Reproductive & Child Health, Malaria Control, Anti TB & NACO and processed procurement of drugs, medical supplies, testing kits and services for Ministry of Health and Family Welfare. It also included procurement of Goods/equipment & consultancy services for National Agricultural Innovation Project (NAIP) of the Indian Council of Agricultural Research (ICAR).

Kabul

Headed all procurement functions at National Solidarity Program of the Government of Afghanistan funded by World Bank and created to develop the ability of Afghan communities to identify, plan, manage and monitor their own development projects. Processed procurement of various Consultancy Services, Works and Goods following World Bank procurement procedures as per Grant Agreement. Activities also included Planning, scheduling, formulation of strategy for procurement and all procurement activities including finalization of specifications, Terms of Reference, bidding documents, Requests for Proposals, bid notification/REoI, preparation of evaluation reports, obtaining no objection from World Bank, contract negotiation, award of contract and post contract activities. Preparation and revision of Procurement Plan periodically as per requirement of the Project. Capacity building of National Staff through on job training and by way of conducting training classes. Developed Procurement Manual for NSP.

Integral Coach Factory, Chennai

Headed procurement functions at Southern Railway and at Integral Coach Factory. It included procurement of goods, works and services for operation and maintenance of rolling stock and other infrastructure of zonal Railway and for manufacturing unit producing more than 1000 Railway coaches annually of more than 30 varieties. The functions included planning, budgeting, scheduling, strategy formulation for procurement of Capital Equipment, assemblies, sub assemblies, spare parts, raw materials, services and works. Bulk of the procurement processed through National and International Competitive Biddings and included various activities involved in entire procurement process. It also involved framing and implementation of procurement policies, guidelines and procedures including system improvement.

New Delhi

Formulating and implementation of procurement policies, issuing of guidelines and procedures for different Zonal Railways and Production Units of Indian Railways. Procurement of high value items like new technology rolling stocks for Indian Railways such as high horse power Diesel Locomotives, modern lightweight coaches, accident relief Cranes along with Transfer of Technology through International Competitive Bidding. Procurement of all types of Wheels & Axles for different types of rolling stocks on Indian Railways indigenously and globally. Contracts worth INR 20 billion (US $ 500 million approx.) handled. I was the regular visiting Faculty to National Academy of Indian Railways, Vadodara for taking lectures on public procurement for young Procurement professionals.
