The purpose of my job role here is to technically support a multi-sectoral approach for safer and more resilient communities towards achieving resilience objectives in line with the IFRC Strategy 2020, the One Billion Coalition for Resilience Initiative and the global Sustainable Development Goals. My performance supports enhanced collaboration and positioning of Pakistan Red Crescent (PRC) with federal and provincial governments and all other key stakeholders to ensure the sustainable development. I provide technical expertise and support in developing PRC capacities and strengthening of community institutions to better prepare for, respond to and recover from shocks/adversities/disasters through community-driven recovery and sustainable resilience approaches.

Strategy Development and Management: Used to Lead consultations for the development of country funding strategy; Sharing donor-specific guidelines/requirements and donor strategic intent and funding targets in accordance with Muslim Aid’s sectoral and geographical preference with sector heads. Develop and manage the proposal development calendar for Muslim Aid and coordinate timely, respond strategically to donor funding calls. Provide the final review of all proposals and concept notes prior submitting to various donors including UNICEF, UNHCR, FAO, IOM, ECHO, Water Aid, OMCOR, Pakistan Philips Morris, WFP, UNOCHA, DFID, FCO etc.Relationship Management: Led the Muslim Aid Pakistan in maintaining donor engagement by developing and maintaining effective networking and relationships with donors and Technical Managers to establish partnerships. Institutional Funding Management: Ensured pre-proposal/opportunity tracking system is established and monitored. Supervised the process of grant proposals development ensuring a strong cohesion within teams. Track proposal reviews and approvals with donors. Engaged in pre-positioning of MAP with NGOs to develop consortia. Led external partners mapping and ensured that results are incorporated into program development and institutional funding strategy. Liaise with technical teams to leverage their support in the grants development processes.Compliance, Accountability & Quality Assurance: Ensured that proposal design and outcomes contribute towards Muslim Aid Pakistan’s country strategic objectives and overarching implementation strategies. Draft and ensure compliance with risk management systems and protocols for coordination, and grant compliance. Ensured that proposals have accurate data & budgets and are in compliance with financial grant requirements. Ensured that grant proposals are compliant with local laws and procurement policies and procedures.

 Led strategic planning, shared decision making and implementation of educational programmes and child development interventions at the national level. Oversight of quality programme designing, implementation, tracking, coordination, and reporting. Designed sectoral strategies for education and child development department of Muslim Aid in Pakistan aligned with international guidelines and priorities. Developed and maintained lively and effective partnerships particularly at sub-national levels with relevant ministries, departments and other educational programmes being implemented in the same provinces. Ensured the designing and application of effective monitoring and performance management systems and successful advocacy campaigns at all levels to promote primary education and literacy. Developed and ensured effective use of Indicator Tracking Template (ITT) to track progress against outputs and indicators to ensure accuracy and consistency of data in reporting. Efficient and effective management of financial resources ensuring value for money, monitoring of budgets utilization as per cash flows and implemented corrective measures. Developed Terms of Reference (ToRs) for consultancy, contract agreements and procurement papers in the coordination of relevant departments and follow-ups for timely procurement of goods and services. Conducted regular and frequent field visits to seek feedback from beneficiaries and stakeholders, highlighting gaps, and ensuring follow-ups on recommended actions. Developed concept notes and proposals for initiation of new interventions focusing on the promotion of literacy and learning outcomes using formal / non-formal methodologies in an emergency context. Ensured timely and effective coordination with other support departments to address staff related issues. Developed/revised sectoral strategies in coordination with UN agencies, government departments and other partners.

District Neelum, Kashmir, Pakistan

 Performed the role of overall management of various projects ensuring adherence to IR policies and procedures and compliance with humanitarian principles, core values, and Code of Conduct. Managed 2010 Floods Emergency Operations of Islamic Relief in District Neelum supported by multiple donors including the UN World Food Programme (WFP). Designed and managed shelter programme for 700 household beneficiaries in all 9 union councils of district Neelum and successfully completed within 5 months before the season of snowfall. Designed another 18 months recovery Livelihoods and Infrastructural Rehabilitation Project and implemented under Cash for Work (C4W) approach. The same programme received Islamic Relief’s internal global “The Best Project Award”. Another big achievement is the very successful completion of a 3 years long-term community institutional strengthening programme funded by Common Wealth Office (FCO) of UK government. Built a useful mechanism to coordinate humanitarian efforts with other on-going and planned development interventions with local partners in the field to ensure strong partnerships. Successfully organized and coordinated field missions of donors with country teams. Managed teams of different thematic programmes of Islamic Relief at district, ensuring on-job training, regular performance appraisals and creating harmony within teams.  Maintained an efficient & effective liaison with government departments and NGOs at the district level and received memorable farewell, appreciations and a great honor from all stakeholders at my departure. Represented Islamic Relief on different forums at the district level. I was also selected as a member of the country team to work on designing programmes for 2009 Armed Conflict-affected displaced populations of northern areas of Pakistan.

Muzaffarabad, Kashmir, Pakistan

 I was promoted as programme officer from an assistant officer in 2006 after showing a very encouraging performance to lead a team of 6 assistant programme officers in AJK. That team was made responsible to respond the urgent needs of 2005 earthquake-affected children who lost their parents.  Very successfully established Child Welfare Department setup from very scratch at AJK level in 2005. Successfully completed the international expatriate mission of IR headquarters to design and set up same CWP programme for Islamic Relief Afghanistan in 2006; I was also nominated to conduct an evaluation of the CWP programme of Islamic Relief Sri Lanka in 2007. Designed and successfully implemented a system of Swift & Transparent Transfer of Sponsorships into the bank accounts of more than 2,500 programme beneficiaries in 2005 earthquake-affected areas. Coordinated designing of Online System to manage the operations of Child Welfare Programme that was later on replicated by Islamic Relief headquarters in all other almost 39 countries of the World.  Managing staff of two projects under direct supervision. Designed other short-term projects creating lasting impacts in the lives of extremely vulnerable families in the 2005 earthquake-affected areas. Leading CWP team, I set much-appreciated example integrating CWP programme with its other long-term programmes for the increased benefits for vulnerable sponsored families of orphaned children. I designed another long-term, 5 years programme of Child-Friendly Communities for 2010 flood affected 3 union councils of district Neelum of Azad Kashmir, Pakistan and it delivered sustainable impacts.

Northern Punjab Rawalpindi, Pakistan

 Developed effective links within deserving communities for monitoring and evaluation purposes. Effectively managed a team of volunteers to identify deserving orphans under the set criterion. Conducted an assessment of most deserving orphans from identified families for sponsorship. Conducted house to house monitoring visits of sponsored orphans to capture the positive change in their housing, education, health conditions and assess their family’s financial status.  Arranged in-kind disbursements and ensured timely cash distribution on a quarterly basis Efficiently & effectively responded to day-to-day queries from individual donors for their children. Prepared beneficiaries case studies and use to share with media teams for promotion and publications. Managed online database and local records of sponsored families.
