As a District Programme Officer (SWASTH), my responsibility is to provide technical assistance and support district to strengthen Department of Health (DoH), Social Welfare Department (SWD) and Public Health and Engineering Department (PHED). The goal of SWASTH is ‘to improve the health and nutritional status of people in Bihar, particularly the poorest and excluded. SWASTH will achieve this goal by reducing maternal deaths, child deaths, under-nutrition and unwanted pregnancies/fertility. SWASTH is aligned with national programmes like NRHM, ICDS, and NBA to support to implement and increase resource utilization. Aims to accelerate progress towards the MDGs health indicators in Bihar are worse than National average. SWASTH focus intervention in health is VHSND, VHSNC, and QAC; under nutrition our inputs in Sector Meeting, Bach pan Diwas, Growth Monitoring and DNMU and under sanitation I need to provide inputs on CLTS, Meson Training and Solid Waste Management. Besides above activities our role is in planning, capacity building and supportive supervision for all three sectors to generate demand and insure supply accordingly at community end to increase scale and functionality with quality services.

I was overall responsible for project planning, implementation and management with relevant strategies and outcome with organizational direction, rules and regulations. I had handled the following responsibilities: Implementation and monitoring- Promote and monitor block and community label activities for Polio eradication and Routine Immunization in reluctant and underserved communities. Data based planning and intervention with quality based implementation of IEC, BCC, IPC activities. Provide support to partner’s govt. non govt. like- Health, Leading and supervising- Training and capacity building of 38 Block Mobilization Coordinators on skill such as effective counselling, partnership building, planning and supervise the team. Provide supervision and direction to BMC’s - 38 is insuring that CMC’s - 350 are selected along the profile describe in the Community Mobilization Coordinator TOR. Planning and organizing- Support assist District Task Force in the chairmanship of District Magistrate in developing and implementing a district specific social mobilization plan for Polio eradication and routine immunization. Prepare Education, ICDS, PRI’s, WHO-NPSP, ROTRY, CORE, and IMA. Reporting- District label plan of UNICEF supported activities Polio, RI. Monthly work plan of activities, monthly impact assessment report. Facilitating data to government partners when required. Networking- Rapport building with religious leaders, volunteers (especially women) and Panchayat / Nagar Palika / Word Members and other informal leaders. Catalyzing a network of NGO / CBO and existing social networks, educational institution. Liaise with DHEIO for timely distribution of IEC materials for Polio eradication and Routine immunization. Liaise with local news papers, TV canals to promote Polio and RI eradication.

As a District Program Manager, I was responsible for preparation of district annual action plans, coordinate mainly District Health Society, ICDS, SSA,PRI’S meetings supporting CMO in contractual staff appointment, monitoring implementation of programmes in field, conduct review meetings, facilitate audit, monthly reporting to Dev. I had handled PMU, State Programme Management Unit, launch new programmes/schemes in district and liaising, coordinate with different deportments. I was also responsible for fund transfer of NRHM funds received from state, estimation of district label expenditure in line with the district action plan. I had assisted the CMO in effective implementation of National Rural Health Mission Programme within the district. I was also providing overall leadership and guidance to District Community Mobilize, District Accounts Manager, Block Programme Managers and responsibility of overall District Programme Management Unit (DPMU) administrative work.

As a District Project Officer, I had ensured to facilitate and coordinate for preparation of multi-hazard Disaster Management safety plans, formation of task forces and providing first aid and search and rescue training, mock drills of the District, Block, Gram panchyats and Villages, School, Multi Hazard Industries along with government functionaries. Helped in development awareness campaign strategy and awareness generation activities like street plays, painting and drawing competition amongst school children on disaster preparedness. I had supported the training and capacity building programme of government officials/PRLS/NGOs/CBOs/Youth Clubs/SHGs Teachers and other concerned on various aspects of disaster management. Facilitated the process Community based disaster preparedness exercises at blocks, GP and Village level through active involvement of government officials, PRIs, NGOs/CBOs youth clubs. On the basis of consistent performance and goal-oriented attitude, District Magistrate, Deoria approciated my work and given his feedback and I was awarded by the UNDP organisation for good performance. Based on my remarkable bravery during disaster management, District Magistrate, Deoria had also recommended my name for President Award in the year 2006. It is under process of state govt. and Ministry of Home New Delhi. District Magistrate, Deoria, also recommended my name for Best Performance Award on 26 January 2006 at Police Line Pared Ground, Deoria and Award received by the Honorable Minister Govt. of U.P
