• Managed staff of 50 to create annual budget of USD 1.8 billion and a five-year strategic plan for the Afghan Ministry of Interior and NATO's US-led Combined Security Transition Command Afghanistan (CSTC-A). Collected operational and capital expenditure requirements of 6 directorates and reconciled to the budget. • Analyzed actual expenditures against budget. Prepared semi-monthly, monthly and quarterly reports for the executive steering committee of the Minister of Interior and coalition leaders to explain variances and to request approval of recommended budget adjustments. • Directed procurement process. Reduced suppliers from 900 to 500 and decreased the number of small purchases from 100 to 3 per province to improve cost efficiency and to reduce risk of contract mismanagement. Reduced approval threshold for provinces from $10,000 to $5,000 to tighten controls. • Managed contract implementation and oversaw compliance, under both Afghan and US procurement laws. Avoided overpayment, yielding savings of 2-20% in several projects and total spending of 2% under budget.• Directed and monitored operations and planning teams to maintain low inventory levels in the supply chain.• Administered payroll of 170,000 policemen and monitored to eliminate payments to those who had left the force.
