About Aubrey Bahala

Aurece Aubrey Bahala is currently the Senior Program Manager at the Institute for Autonomy and Governance (IAG) Manila office. Since 2018, she has been working closely with CSOs, indigenous peoples, emerging political parties, and disenfranchised groups based in the Bangsamoro, southern Philippines to help empower them in pushing for their collective agenda in governance. In 2020, her work and involvement with disadvantaged communities in the Bangsamoro was featured in the Annual Cohort of Distinguished Southeast Asian Women Leaders Program of the US-ASEAN Women’s Leadership Academy. She is a Professional Fellow of the 2017 Spring Cohort of the Young Southeast Asian Leaders Initiative (YSEALI) Program of the US Department of State. She is also a 2022-2023 Hubert H. Humphrey Fellow at the University of Minnesota Twin Cities where she studied public policy courses. During this time, she also did international professional affiliation with Nonviolent Peaceforce and Global Rights for Women, both of which are based in Minnesota, United States.

    The main objective of the consultancy is to support the research requirements of the data gathering and consolidation in the monitoring and evaluation of the country's National Climate Change Action Plan (NCCAP), particularly during the years 2012 to 2016. The specific tasks assigned to the research assistants were as follows: (a) gather, consolidate, and organize agency/sectoral data for the years covering 2012 to 2016 for the human security thematic priority using prescribed reporting templates; (b) validate submissions (files, data, reports) of government agencies; (c) assess and document consistency and quality of data submissions of agencies based on the NCCAP results-based monitoring & evaluation system (RBMES) indicators; (d) assist in the preparations of relevant sectors in the NCCAP monitoring & evaluation report; (e) contribute to the analysis of the interaction/relationship human security has among other thematic indicators; (f) provide documentation support services in stakeholder consultations, workshops, meetings; and (g) coordinate with relevant agencies on data requirements and meetings, consultations, workshop schedules. The researcher for human security looked at data and government efforts in areas of climate change and disaster as these two concepts relate to health, national and sub-national coordination in the mainstreaming of CCA/DRRM efforts, displacement, economic effects of disaster, vulnerability & risk assessment, adaptive capacity of communities and institutions at the local level, and emergency response & preparedness. Inputs to the report templates as well as data gathered through desk research and field work provide basis for the monitoring & evaluation of the NCCAP in the area of human security.
