The Community Housing Fund (CHF) is a nonprofit affordable housing revolving loan fund and certified Community Development Financial Institution (CDFI) in Washington County, OR. Formed in 2003 as a response to the critical shortage of affordable housing throughout Washington County, CHF provides predevelopment, land acquisition, and bridge loan products for the development of equitable and affordable housing, and related community facilities.

Provide technical services in the area of real estate development and finance with a primary focus in affordable multi-family and mixed-use housing and more specifically projects that utilize federal programs such as Section 42 - Low Income Housing Tax Credit Program, New Market Tax Credits, U.S. Department of Housing and Urban Development (HUD) and its Housing Investment Partnership Program (HOME) and USDA Rural Development. Provide debt and equity solutions through capital structure assessment and feasibility analysis. Assist clients with strategic planning and budgeting, including forecasting, financial analysis, investment and portfolio review, cash management, and banking.

Lead Community Development financing activities for Alaska, Idaho, Utah, and Washington. Responsible for financing affordable housing projects using low income housing tax credits as well as commercial real estate utilizing new markets tax credits.

Relationship management and real estate finance and underwriting of low income housing tax credit projects throughout the Northwest.Work with developers, both for-profit and nonprofit, for the creation and/or preservation of safe, quality, affordable housing as a tax credit syndicator/investor through the Low-Income Housing Tax Credit Program, Section 42 of the IRS Tax Code.

Maintain current and establish new relationships with General Partners, sponsors, housing agencies, tax credit consultants and others in the tax credit industry.Identify potential Projects for inclusion in Homestead Capital’s Fund’s portfolio that meet the Company’s mission.Demonstrate sound independent judgment in making future Project recommendations and decisions.Work collaboratively with Underwriting, Construction Management and Asset Management through the closing process to ensure that the negotiated deal terms are maintained while the relationship needs of the General Partner/ Sponsors are met. Participate on underwriting closing calls.Provide technical assistance to current and prospective sponsors.
