Provides SAS/SQL programming support querying Maryland Health Care Claims (MHCC) all payer claims database (APCD) and generating ad hoc reports for consumers of commission’s analytic product. SAS Proc SQL is used in all phases of processing, including: claims data load, manipulation, aggregation and reporting. Uses Tableau to visualize results.

• Provided SAS/SQL engineering support in a Unix environment processing CMS quarterly data for export to a member network hosted by a publisher of benchmark statistics on medical providers and practice groups.• Maintained and ran a battery of SAS/SQL routines to extract, aggregate and download provider level performance and cost metrics to AWS cloud-based servers, where the data were ingested into a Snowflake database and re-displayed in Tableau.• Principal programming task was to convert existing SAS code to run in a parallel processing SAS GRID environment, reducing run time by half.

• Provided SAS programming support in a Unix environment for the PEARSIS Project, which consolidated administrative data received from numerous federal government agencies into a database used to supplement the 2020 U.S. Census Survey. • Developed code to identify and delete duplicate person records among the hundreds of administrative data files received from numerous cooperating federal and state agencies.• The PEARSIS Project was recognized by Census Bureau management for enumerating 10 percent of the U.S. population that would otherwise not have been counted.

Maintained repertoire of SAS routines that process the NMDB, a national mortgage database consisting of a 20 percent sample of new mortgage loans issued in the U.S. every quarter, as well periodic updates thereto and associated loan information.

Provided SAS services to Navy Financial Management Office

• Developed SAS routines on a Linux platform to identify, document and summarize discrepancies between two versions of several major classes of Census survey products comprising thousands of SAS datasets.• Principal SAS routine consisted of a macro driver set up to compare files with similar names across servers.• Dumped program outputs into tabbed Excel workbooks to facilitate review, consolidation and migration of the file systems to a new parallel processing environment.

Recruited as a SAS documentation specialist to:• Document a large scale SAS system running on a Linux platform that generates a mortgage loan level research dataset from Fannie Mae's corporate data warehouse. • Documentation included production of several data dictionaries utilizing macro facilities of MS Word and MS Excel, as well as a set of flow charts using MS Visio.

Provided SAS programming services for the Department of Homeland Security, Office of Immigration Statistics. • Maintained a battery of PC SAS routines and a set of Excel macros that generate tables for the Immigration Statistics Yearbook, documenting immigrant flow into the U.S. • Tabulated statistical reports in response to ad hoc requests from academics and other researchers for additional data on immigration.

Provided SAS and PERL programming services in both Unix and PC environments for health related research for Office of the Chief Medical Officer (OCMO), Health Affairs Division, Department of Defense (DoD). • Supported a team of epidemiologists mining the Military Health System Data Repository (MDR) to produce in depth reports on the health of active duty and retired U.S. military personnel and their families.• Utilized Base SAS and SAS macros to perform complex data extractions and file manipulation. Developed macro to reference and load a large number of chronological files on the fly. Utilized PERL to parse and edit datasets from external sources.

Provided PC SAS and SQL Server programming services on health related projects for several federal government and state level agencies, including MedPAC, which oversights Medicare; National Institute on Aging; Administration on Aging; Census Bureau; AIDS Clinical Trials Group; and the Consumer Product Safety Commission’s National Electronic Injury Surveillance System (NEISS).
