Designed and implemented a network-based repository for more than 230 industry specific work procedures. Production of process documentation, from analysis, design, SME coordination, writing, to end production of deliverables, and document life-cycle maintenance. The capacious library of documentation is comprised of Standard Operating Procedures (SOPs), Method of Procedures (MOPs), user guides, white papers, operating manuals, instructional guides, online help and assistance, process flow documentation, job descriptions, and task analysis, as well as gap analysis of roles and responsibilities. Other modes of communication included are audio or video guides, CBL (Computer Based Learning), and LMS (online Learning Management Systems). Designed, initiated and instructed in a OSS Support training initiative training more than 45 OSS employees in software application and call center customer service.

Anaysized the existing programs of instruction and workforce development to assess potential for on-line delivery and advised management on which areas of the curriculum can be redesigned or enhanced using Instructor Led Learning (ILT) and e-learning (or blended learning) including CBL (Computer Based Learning), and LMS (online Learning Management Systems). Coordinated with IT to implement audio visual strategies into ILT. Consulted with appropriate committees, managers, and SMEs, to develop policy and develop a course of action for curriculum. Instructed new employees in on-boarding. Led and istructed 350+ employees in Red Cross First Aid/ CPR/ AED as required by OSHA. Creation and implementation of didactic Sharable Content Objects (SCO) training and instructional course modules using the Sharable Content Object Reference Model (SCORM) to be uploaded to the company LMS Online Learning Center, DOKEOS. All produced SCOs are compliant under US DOD Executive Order 13111. Planned capital spending, skills acquisition, organization of the team, and managing of training projects. Monitored industry standards to ensure compliance by performing quarterly audits of files. Defined and administered weekly schedules aligned with corporate operations and work flows. Provided executive level reporting on progress, budgets, and ROI. Maintained employee training files for documentation and renewal of certifications.

Instructed a workforce of more than 1600 people (consisting of federal, state, and contractor employees) in more than 62 standard FEMA courses on the FEMA Hurricane Katrina disaster response. Certified National Archives and Records Administration (NARA) in Federal Records Management. Established and maintained NARA compliant records management/ filing system within the Training Unit. Created curricula, materials, and instructed 57 records liaison employee representatives from all departments. Served as subject matter expert (SME) in instructional design and delivery, on a Human Resources, Equal Rights Office, Alternative Dispute Resolution office, and Training Department, collaborative Employee Performance System/Evaluation training module delivered to more than 181 managers at three separate FEMA operational facilities.

Instructed five classes daily of up to 28 high school students, grades 9 to 12, in English II- British literature and LEAP/GEE 21 standardized testing preparatory. Curriculum also included instruction in standard grammar, writing/composition, rhetoric, and vocabulary acquisition. Established and successfully used a MS Excel database to document, tabulate and report student grades and attendance records. Acted as liaison for 504/special education assessments & and accommodations, in addition to academic and disciplinary interactions with parent/guardians.

Instructed five classes daily of up to 35 high school students, grades 9 to 12, in English I – American Literature, English II – British literature, and LEAP/GEE 21 standardized testing preparatory with a 93% pass rate on English portion. Curriculums also included instruction in standard grammar, writing/composition, rhetoric, and vocabulary acquisition. Effectively used the school system’s online database (Infinite Campus) to document, tabulate, and report student grades, and attendance records. Created and maintained a classroom homepage for student/teacher interaction and assignments through an online site using Blackboard. Performed as liaison for academic and disciplinary interactions with parent/guardians. Integrated inclusion accommodations for 504 students.
