As the Huawei APAC & Middle East Lead for Public Services, I am deeply involved in government transformation and large scale ICT implementation projects in ASEAN, South Asia as well as the Middle East.

I am part of the pioneering team of Global Public Safety Experts that work closely with governments and public safety agencies to help them better understand emerging trends, future challenges and best practices in public safety. I cover the APAC region that has seen tremendous growth. At Huawei, I leverage my policing experience and understanding of public safety business workflows and processes to co-develop leading public safety ICT solutions with the internal solution team and partners. I am also on the lookout for good solution partners and system integrators that Huawei can work with, to achieve the aim of building a business-driven ecosystem that meet the needs of public safety customers to ensure the efficient implementation and delivery of end-to-end ICT solutions.

I operated at the intersection of technology, safety & security and public service. I contributed to public safety assets development and was involved in projects looking at modernization and transformation of public services such as HR transformation, Portal design, SAP implementations etc. Specifically, I have experience in persona development, workflow and process design and optimization; strategic workforce planning, target operating model and service delivery design. A change management practitioner schooled in large scale transformation project delivery, I have also undertaken lead roles in change management & training to assist organizations manage the risks and challenges associated with new system implementation across extended timelines. These include designing and driving complex communication campaigns as well as the development and delivery of training for diverse stakeholders across multiple agencies.

I have 17 years of public safety experience in the Singapore Police Force and the Ministry of Home Affairs Headquarters. During this period, I was involved in criminal investigation, operations planning and management, frontline policing and community engagement, strategic planning and organizational development, homefront security and international cooperation. I held various appointments including commanding officer, assistant director of planning, senior assistant director of operations management; and senior deputy director of international cooperation and partnerships. I was the Senior Deputy Director responsible for driving international cooperation with law enforcement agencies and worked closely with the Economic Development Board to drive public private partnerships in the safety & security space before leaving public service. I had the privilege of working closely with INTERPOL to enhance global public safety and served as the Vice-Chairman of the INTERPOL Global Complex for Innovation Working Group (2012-13) and the Chairman of the INTERPOL Working Group on Cybercrime (2012-13).
