About Austin Bleess

As City Manager for Jersey Village, Texas I am helping lead the city through a great period of growth and opportunity. We have implemented an aggressive set of economic development tools to attract upscale development of a commercial/retail mixed use nature. We recently completed flood mitigation project of over $7,000,000 that was covered over 100% by grant funding. I've written and received over $31,800,000 in grant applications for home elevations and flood mitigation and other community projects. With guidance from the Comprehensive Plan Review Committee I updated our Comprehensive Plan for 2020 and am working on the implementation of that plan. Comprehensive Plan projects that have been completed include branding standards, gateway and entrance monuments, flood mitigation work, economic development, as well as reworking our planning and zoning ordinance to meet the community needs.Our current total budget is just over $57,000,000 across all funds, not including debt service. I oversee this budgeting process and have implemented easy transparency so that the City Council and public can see weekly what our revenue and expenses are. I always strive to stay abreast of the latest developments and practices in Public Administration through my work experience and membership in professional development organizations. I am a member of ICMA, the Texas City Manager Assoc., and also several local and regional professional boards. I have an extensive history of being active in the community, including my church, the local Chamber of Commerce, serving in the Rotary Club, the Hospital Board, and volunteering with various community events.

Thanks to these, and the active efforts to recruit businesses to Jersey Village, we have brought new jobs to Jersey Village and increased our sales tax revenue by over $2 million, while reducing our reliance on property tax. I've worked with the City Council and a developer to plan an exciting new Village Center concept for the city. Centered on the community, Village Center will be a bustling, state-of-the-art hub of communal space including vibrant restaurants, retail shops, residential housing, a modern hotel, flexible learning and work spaces, and an iconic amphitheater and municipal town square – all set in a sustainable eco-community that’s as inspirational as the people of Jersey Village and all of Northwest Harris county.
