A principal water resource engineer and project manager with pioneering experience in California’s public and private sectors, including planning, monitoring, analysis, modeling, design, compliance reporting, and funding of stormwater, water supply, and recycled water projects. I have managed numerous advanced stormwater planning projects throughout California, including the creation and/or implementation of Stormwater Resource Plans, Residential Incentive Programs, TMDL Implementation Plans, Trash Compliance Plans, and Alternative Offsite Compliance Plans. In the past several years, I have assisted municipalities in successfully securing nearly $4,000,000 in planning and implementation funding for stormwater projects across California and vetted and prioritized projects that received over $18,000,000 in IRWM Prop 1 grant funding in Orange County. I have also overseen the conceptual design, feasibility assessment, and design of green infrastructure, including the creation of visually appealing conceptual exhibits highlighting key design characteristics and quantified multi-benefits to effectively garner support from elected officials, regulators, and the public and prepare the projects for grant application packages.My teams have developed and conducted cutting-edge water quality investigation and monitoring programs in relation to MS4 Permit, TMDL, and Waste Discharge Requirements compliance, including drafting monitoring plans and quality assurance project plans, training and leading field sample collection and Microbial Source Tracking investigation approaches, laboratory coordination, field and laboratory results data processing and analysis, drafting compliance reports, and developing BMP recommendations based on program findings. We have also developed and conducted cutting-edge storm drain and green infrastructure investigation programs in relation to MS4 Permit and TMDL requirements, including stormwater asset mapping, watershed scale BMP condition and performance assessment and tracking tools, operations and maintenance guides, and developing BMP recommendations based on program findings.My extensive stormwater modeling experience as a model user and developer has led to the creation of two state-of-the-art models highlighted at CASQA conferences, including the Santa Barbara County-wide LPR Model and CA grant-funded San Diego County Parcel BMP Load Reduction Calculator. In all my projects, I strive to create innovative and comprehensive approaches that simply address my client’s complex water problems and anticipate their future needs.
