The Washington Aviation Group, PC, and the Law Office of Jason Dickstein provides legal, consulting, government affairs and training services to the aviation industry and occasionally to companies outside the aviation industry. Our clients include air carriers, manufacturers, repair stations and distributors. We provide compliance advice, support transactions in businesses, aircraft and inventories, and defend accused companies in civil, criminal and administrative matters. We work with aviation authorities and other regulatory agencies to promote safe and commercially reasonable regulations and policies.We also represent trade associations. We have advised many aviation trade associations and we currently serve as general counsel to the Aircraft Fleet Recycling Association (AFRA), Air Carrier Purchasing Conference (ACPC), Aviation Suppliers Association (ASA), and the Modification and Replacement Parts Association (MARPA). MARPA is the non-profit trade association that represents the PMA parts industry. FAA-PMA parts are aircraft parts for which the FAA issues both design and production approval. MARPA's members offer an alternative source of aircraft replacement parts that are FAA approved to meet the same safety standards as the original parts; in some cases these parts offer safety and reliability advances based on their more recent engineering and development. I was a founder and Board member of MARPA from its inception in 1999. In 2007 I became President of the organization.Under my leadership, the organization has grown significantly in both membership and in global influence. More importantly, the PMA industry has grown into a very important partner for the aviation operations and maintenance community, helping to both control maintenance costs through competition, and to increase safety and reliability through engineering advances.

Responsible for association legal compliance, including personnel issues, contract issues, real property issues, competition issues, intellectual property issues, non-profit tax issues, etc.Supported the Association membership by answering queries, and developing legal compliance tools. Developed compliance and commercial guidance through articles and othe media. Conducted training workshops and spoke at industry events throughout the world about legal, commercial, airworthiness, and documentation issues that impact aviation parts distributors.Managed the Association's government affairs program, including congressional and agency lobbying activities. Assisted the FAA in producing several draft regulations and advisory circulars. Obtained ASA membership in the FAA's Aviation Rulemaking Advisory Committee (ARAC) and served as ASA representative.Managed programs designed to support the needs of the aviation parts distribution community.Following my time as in-house counsel, I have remained as outside counsel to ASA.http://www.aviationsuppliers.org
