The program operates in all 34 provinces of Afghanistan. Apart from providing VA, the program also assists in building the capacity of the Government of the Islamic Republic of Afghanistan (GIRoA) to conduct VA services. It works with its GIRoA partner, the Ministry of Martyrs and Disabled Affairs (MoMDA), to provide advocacy and outreach activities that increase awareness among government personnel and members of the public regarding VA services and rights. The program’s VA initiatives focus on Afghan civilians and families who have suffered the loss of life, physical injury, or lack of economic livelihood because of military operations, insurgent attacks, land mines, and unexploded ordinance, improvised explosive devices, and cross-border shelling. KFZ addressed the drivers of poppy cultivation in target districts of Kandahar Province by rehabilitating irrigation infrastructure, expanding alternative livelihood opportunities, supporting small businesses, and building the capacity of the Ministry of Counter Narcotics (MCN) to develop effective alternative development activities.USAID granted Blumont a two-year extension (August 2016—August 2018) to continue in two primary target districts—Zheray and Panjwayi—through two activities: 1) Agricultural Development to rehabilitate irrigation canals and vineyards, expand and establish new orchards, promote off-season horticultural crop production, market high-value crops and develop agribusinesses; and 2) Government Coordination and Capacity-Building to improve irrigation system management, coordinate line ministries with sub-national governments and promote their involvement in alternative development activities. KFZ uses five cross-cutting activities—communications, gender, environment, synergies, and sustainability—to change farmers’ attitudes toward poppy cultivation, introduce improved farming practices and expand the licit economy.As mentioned above, KFZ had capacity-building activities, in order to train the local farmers to cultivate grapes, pomegranates, and other legal crops, instead of poppies. This program was the creativity of MCN and was funded by the International Narcotics and Law Enforcement (INL) of the United States Department. The US Embassy announced that any province that got free of poppy will be appreciated and gifted 10 million USD and this fund was named (Good Performance Initiative - GPI). So, in the year 2006 Nangarhar province was announced as a poppy-free province and was gifted the same amount, with lots of conversations with government officials and they decided to build micro-hydro powers (MHPs) and these MHPs should build in those districts which were totally announced poppy free.For CNAT in Nangarhar province, I was accountable to record daily business transactions manually in computerized account books. Operated accounting software. Developed financial parts of proposals. Prepared administrative budgets. Developed program budget for sub-projects. Complete the Bank reconciliations on a monthly basis.
