Ecuadorian, PhD candidate in Public Administration and Economics, and President of Ayala Consulting/SOPROEN since 1996. Has more than 25 years of experience, as an international consultant in the social protection field, in the design, implementation, and coordination of social protection interventions. This includes unconditional and conditional cash transfer programs, in-kind transfers, cash transfers in emergencies, dynamic household registries, cash for work, Linkages and Referrals, customizable Management Information Systems (MIS), digital online payment systems, and integrated social safety net programs in 40 countries in the Americas and the Caribbean, Europe, Asia, Africa, and the Middle East.Provides comprehensive technical assistance including, but not limited to, operational design (operation manuals, technical annexes, training guidelines), development and maintenance of MIS, and assessment studies, which are required to initiate projects and programs with the best possible foundation. By creating a strong foundation for the project/program, allows for better implementation monitoring, and checking for possible adjustments in the consultancy. This is why he considers himself as a Social Protection Engineer. By using the term “Engineer” embodies the fact that a viable social project is able to be constructed from zero, just like an engineer with his/her projects. The main clients are development agencies which also include the World Bank, the Inter-American Development Bank, UNICEF, KFW, and various governments worldwide and their ministries through their respective executing agencies.Current and future plans include the expansion of services and projects to be able to enter and cover the US market.Has also been collaborating with the Ecos de Cayambe Radio in Ecuador for the past year with a weekly radio show in Spanish called “Ecos de la Ciencia”.
